Developments on Queen Street have conformed to a 6-storey height limit per the Urban Design Guidelines since 2012. When a 17-storey building was initially proposed, all but one participant spoke up and expressed concerns about the height during community consultation. After "listening" to the community concerns, they increased the height to 18 storeys (20-stories including the mechanical shed on top).

The City could build a 6-storey building and make it 100% affordable, but we’ve been told this doesn’t fit their confidential financial model. It’s no surprise that @Acorn Toronto found that 41% of our Councillor’s campaign contributions came from people in the development industry! That alone explains why they push so hard for a 30% affordable skyscraper in the Beach.
