In Colorado, it is not uncommon for the temperature to drop below freezing on a given night. In addition, Boulder County houses the second-largest homeless population in the greater Denver-Metropolitan area. However, even when facing these facts, there is still a standing ordinance that criminalizes homeless individuals for sleeping outdoors with "shelter". The city of Boulder defines shelter as any protection from the elements other than clothing. As such, over the past four years, Boulder County has issued over 1600 tickets to individuals for violating this ordinance.

Boulder County is violating people's natural right to provide shelter for themselves in order for survival. By signing this petition, you are helping to put added pressure on the Boulder County legislature in order to eliminate this inhumane, unconstitutional ordinance.
