The Government’s bail out deal for TfL that was forced on the Mayor of London is deeply unfair, hits the poorest Londoners hardest and is a deeply political move designed to deflect the blame for TfL’s finances from where it belongs – with Boris Johnson and the Government – onto Sadiq Khan.

TfL is the only major transport system in Europe not to receive funding from its national Government. It used to get that funding, but Boris Johnson agreed to it stopping back when he was Mayor of London.

Since then, TfL has relied almost entirely on ticket revenues to fund its operations. As a consequence of the COVID-19 crisis and the lockdown, ticket revenues dropped by over 90% and TfL ran out of money.

The bail out deal offered by the Government has come with deeply unfair strings attached as far as Londoners are concerned:

  • Free travel for the under 18s has been scrapped, except for journeys to school.
  • The freedom pass for the over 60s can no longer be used during peak hours.
  • The Government is insisting on an end to Sadiq’s fare freeze, so prices will soon go up.

The Government still hasn't published the full terms of the deal so we can't scrutinise it in detail and know what other implications it has for Londoners.

Londoners did the right thing and followed the Government rules when the lockdown came: they stopped travelling. Why should those same Londoners now pay the price for the effect that has had on TfL?

Too many families already struggle to pay for food and other essentials to have this added unfair burden.

We demand that free travel for the under 18s and the freedom pass for the over 60s are fully restored and that the Government publishes the full terms of the deal, immediately.
