Bodycam must on every police officer on duty in India

The Issue

Respected Shri Narendra Modiji

Refer – Kolkata Doctor’s rape and murder date 09 August 24

I wish you a good tour of Poland and Ukraine.  Note, your foreign tour does not matter to an Indian family who is struck with fear and insecurity for their family. The trauma caused by Kolkata Doctor’s case to every Indian family is enormous. It can be understood and felt by a common man with family and not by the politicians. Meanwhile, as usual, PM and Home Minister are mute on the horrifying crime. They appear to be least concerned by the sufferings of Indian families whom PM calls in every speech as “ Bhaiyon and Behno”.

In 10 years of Modi government, there is no improvement in police misbehaviour and mishandling of crimes. Few years before, renowned actor Sushant Singh’s murder and Ms Disha Salian’s murder too did not have proper investigation from Mumbai Police. And now we have the Kolkata Doctor’s case where W.Bengal police has mishandled the crime case.  These are only the prominent cases.  Every Indian is scared to deal with Police knowing very well that they can manipulate and extort them with their vast powers.

Bodycam will prevent corruption in police department to a significant extent.

It will curb police criminal nexus and reduce crime in society.

It will bring efficiency in police and prevent abuse of junior police officers by senior police officers.

It is the prime duty of a PM and Home Minister to provide security, law and order, and justice to citizens of India. Your 10 years government has not done anything to improve the situation for common man when it comes to security, law and order, police and judiciary.

Recently, IPC and Criminal Procedure Code were changed and the new laws are nothing but old wine in new bottle. Hon’ble Home Minister Shri Amit Shah and his team have done a shoddy improvement and the proof is there in mishandling by police of Kolkata Doctor’s Case.  The legal improvements did not deter the mishandling by W.Bengal's police officers.

I draw international reference to George Floyd's murder in Minneapolis, USA in May 2020. The white police inspector was caught because of body cam video – audio. Live bodycam, when on duty, captures every act that a police inspector performs, veiling the enormous powers said police officer is granted by government laws.  Developed nations are using bodycam for recording every act of police officers since many years.  Thereby their police force is more trustworthy and less corrupt.  When will you wake up and make bodycam essential across India?

I humbly request the PM of India to alter, with immediate effect, the police manual, criminal procedure code, and IPC and make it mandatory for all police personnel to be equipped with body cam whenever on duty. India is an IT powerhouse and it is not a big challenge for India to provide bodycam to every police officer on duty.  Use your PM fund or whatever fund, take from annual budget, but please make sure that every police officer, must be on duty, only with a functional bodycam and not otherwise.

The bodycam footage alongwith audio must be provided to affected family within 24 hours, suo motu as a duty of police department. It is a right of citizen to immediately know the act of police officer through body cam footage.

Bodycam footage of every police officer must be available through RTI and it must be screened  by a separate department chaired by retired judges. The day to day monitoring must be by prominent learned citizens from a different state of India than the state police.

This you should have done after taking office in year 2014. You are very far from a common Indian man and living in a dream distant world. I deeply regret and I fully realize that India needs this change badly and it is needed now on war footing. Had the bodycam been there, Kolkata Doctor's case would not have been mishandled by W.Bengal police.

Meanwhile, if you want to act, please act swiftly within August 2024, otherwise it will be deemed that you are not bothered.
