Blue Shield made bigger profits off Obamacare than any other insurer in the U.S., according to a government report. As a result, Blue Shield got hit with a $108 million excess-profit assessment. But instead of using any of its billions of dollars in reserves to pay the penalty, it took the money from its customers.
