Recently a Homeless Greyhound named Dave was being walked by a volunteer from the Greyhound trust and was attacked by other dogs. If the volunteer walking him hadn’t bravely stepped in to protect him, he may have been mauled to death. Those responsible for the dogs who carried out the attack ran off laughing while Dave and a brave volunteer we’re significantly injured. 

Dave is at risk of loosing not only his leg but also his life. He had been reserved and was awaiting his forever home. 

Police are powerless to do anything as the volunteer stepped in to protect Dave and potentially saved his life. It is ridiculous that these men/youths can run off laughing with dogs they ought to be responsible for.

I propose we make it a criminal act for dog owners to run off if your dog attacks another person or animal. It should be made law that owners are responsible for their dogs at all times and are fully accountable for the actions of their dogs. 

This change to the law could potentially bring justice for Dave and the brave volunteer who protected him. At best, it will help bring justice to any similar events in the future and may even prevent such things from happening at all.
