We, the citizens, demand the immediate resignation of Kamloops City Councillor Bill Sarai for breaching the Community Charter’s code of ethics, vas well as violating the Oath of Office that he pledged to our community upon his election.

Councillor Sarai has deliberately misled the residents of Kamloops since his election, in a calculated effort to discredit and undermine the integrity of the office of the Mayor.

This has resulted in a large, ongoing cost to taxpayers in staff time, wasted productivity and legal fees.

In early 2023, less than three months into the term, Councillor Sarai secretly recorded a conversation between himself and the Mayor; that escalated into a heated argument.

This argument sparked two internal investigations into the Mayor. Investigator Terry Honcharuk, was specifically tasked with looking into allegations of “unlawful and/or inappropriate conduct” on the part of the mayor, made by four city employees.

Throughout the investigation, the Mayor has described Sarai as the aggressor, however the report concluded that the Mayor had
been demeaning to staff; and advised that communications with certain staffers be restricted.

Bill Sarai never revealed the recording even existed until nearly two years later, when he reduced the audio from almost seven minutes to 57 seconds.  Even then, he refused to admit that he made the recording-until he caught wind that it was about to be released in full on Nov 28/24.

In September of 2024, Sarai sent Hamer-Jackson a brief clip of the audio, saying "he was glad someone sent it to him". It begins in the middle of the conversation and ends just before the argument, gets more intense and Sarai overpowers the Mayor's voice, hurling insults at him.
Bill Sarai's reluctance to admit it was his own recording led Hamer-Jackson to report the incident to police, surmising that it was possible a secret recording device was in the Mayor's office.

Councillor Sarai publicly denied having any knowledge of the source of the recording and described the mayor as "paranoid and delusional".

Police dismissed the matter and although Sarai refused to comment at the time, iNFOnews.ca confirmed it was his own recording.

In June of 2023, the Integrity Group Report completed by Terry Honchurak was leaked to the media. The report probed accusations that Mayor Reid Hamer-Jackson had bullied and harassed city employees,
and this was the beginning of council placing restrictions on his role at city hall.
 It was found by an internal investigation that Councillor Bill Sarai had  sent the confidential document to his personal email address, but denied being the source of the leak, A $62,800 investigation concluded without identifying who released them, but Bill Sarai was the only one who "concerned" the investigators.

Councillor Bill Sarai’s unprofessional and underhanded actions have tarnished his reputation as a council member, and brought it into disrepute;  further eroding public trust in our local government.

To restore civility, transparency, and accountability at City Hall, we insist on a fully public inquiry to investigate the extent of Councillor Bill Sarai’s misconduct and determine whether others conspired in his deceit.

The people of Kamloops deserve leadership characterized by integrity and honesty. An open and thorough investigation is essential to rebuilding trust and ensuring accountability.
