Reduce pollution in Ulaanbaatar, Mongolia by 2020

The Issue

World Health Organization named Ulaanbaatar is the second most polluted city in the world, primarily due to the household coal and wood burning for cooking and heating. Mongolia's 1.3 million people out of 3 million population live in capital city Ulaanbaatar and gers have proliferated as a cheap and familiar form of housing. With no access to the city's central heating grid, though, ger dwellers must burn coal, wood or tire to stay warm. Ulaanbaatar is the world's coldest capital; in January, the average low temperature was Celsius 41.3 degrees below zero, with the mercury once sinking to minus 86.8. Winter weather lingers through April, so clouds of smoke choke the skies for months on end. Air pollution in Ulaanbaatar causes 130 premature deaths among children and 1,440 among adults each year, according to a 2014 report Munkh-Erdene researched with collaborators from UC Berkeley.

Connecting 180,000 families live in gers and wooden houses to city's central heating access is going to cost billions and require decades to implement. Main solution is to provide affordable electricity to those houses and gers so they can use electric heaters instead of coal and other polluting sources. If electricity is priced equal or cheaper than buying coal and wood, pollution can be reduced and investors can be benefited from providing electricity over the years. For example, if we open new wind farm with about 30 turbines which produces 50 megawatt energy that will save 122,000 tons of coal, 1.6 million tons of water and will eliminate 180,000 tons of carbon dioxide emissions each year. Assuming 10% of these 180,000 families already use electric heaters, investors need to provide affordable heaters from local or foreign distributors to rest of families with low interest and zero deposit. Local distributors sell energy saving floor and wall heaters cost about 300-500 depends on housing sizes. 162,000*400=64,800,000 USD ( heaters cost) +122,000,000 ( wind farm cost)= 186,800,000 USD is required.

Less than 200 Million USD can save thousands of lives a year and improve health condition for over million residents in Ulaanbaatar. I wish investors look into Ulaanbaatar winter condition and consider meeting with government officials to make this huge environmental change.
