Underneath the A Train, Rockaway Freeway connects the eastern end of the Rockway peninsula to the western end. With a lack of accessible sidewalks, pedestrians and bikers often choose to use the striped buffers in the middle of the freeway. But the lack of a clear space for biking and walking, and the high speed of cars along the freeway, threaten the safety of pedestrians and bikers and result in numerous accidents.

Currently the Underway is owned by five city agencies and private developers, each of whom have different plans for the space. Instead of dividing up this crucial artery, we recommend transforming the striped buffers into a formal walking and biking space that connects the whole peninsula.
