Make all NYC ASPCA centers no killing shelters

Being that ASPCA is a wealthy and influential organization, that requests donations all the time it is still a kill shelter. It is one thing for a local pet shelter to put down dogs and cats due to overcrowding and limited resources but for an organization so well known to do such a thing is horrific. While they create ads to receive donations of how animals are mistreated their mistreatment of judgement on which animal can live and not live, having the funds is heartbreaking. Although ASPCA labels the use euthanasia as "a last-step, end-of-the-road option to spare animals further hardship and suffering", in 2015 15% of cats and 9% of dogs were euthanatized. There are daily risks at the center, the brand-new dogs and the sick dogs travel in the same hallway, so if a dog has kennel cough it is easy for it to spread, making that dog a better candidate to get euthanatized. So now the real question is where is all this donation money really going?
