Refund/Reimburse Commuters for Passes Purchased for February 2015

The Issue

We, the undersigned, represent regular and frequent users of and commuters on the MBTA transit system and its affiliates, including but not limited to the Commuter Rail, as well as supporters, friends, and family of these persons.

By way of this petition we implore the MBTA, the State of Massachusetts, the Governor's Office, and other affiliated bodies to reimburse commuters for passes purchased for use during the month of February 2015. We find cause for this in the extensive and systematic failures and breakdown of the MBTA services during this month. We recognize that the climate conditions, including but not limited to record breaking snowfall as well as below freezing temperatures, are expected to cause delays on the system and we accept this. However, given the relatively complete collapse of the MBTA system during the month of February, gross negligence, under-preparedness (or a complete lack thereof), among other offenses, has created an undue burden on all commuters, but particularly those who are low income, with children, the sick, the disabled, and the elderly.

We believe that as paying customers we are entitled to a certain degree of service just as a paying customer is in EVERY other instance. We believe the grounds for this complaint are more than evident as we have paid for a service and the service has failed to deliver. Multiple systemwide shutdowns, excessive delays, a lack of transparency and communication, are representative of just some of the matters for which we seek relief.

The burden of such relief is placed solely on the MBTA and their governmental and private affiliates and must include a means for expediting the return of money to patrons by way of a hotline, website, and in person.
