Starving any animal is barbaric, they cannot get out of their enclosure to get food or water thus suffering a long a painful process before dying. My mare is a rescue and was just skin and bones when she came to us two years ago. She had horrible worms, to the point she almost died two days after she came home, rain rot all over her body, and was being kept in a small back yard with five other horses with ankle deep mud and fecal matter. We later learned another horse there died from complications due to a heavy worm load and lack of proper nutrition. I want a stronger law to punish people that are so horrible that they can deprive another living being of even the basic needs.
