BSL needs to target the deed not the breed to make this law effective and fool proof, all dogs have the potential to be dangerous when in the wrong hands.  Fight Breed Specific Laws and encourage our City Council to design laws to punish the real culprits, irresponsible owners! The BSL in Minot, ND was adopted in 1987, it is now 2014 Time to Adopt a New Law!
