In 2018, William Dowsing (badge number P548) used excessive force to choke a woman while he was already on top of her. He then moved to put his knee on her neck. She was pulled over “for failing to transfer the title to her car.” She was not a violent criminal. This disgusting behavior is unacceptable and cannot be ignored. We demand that he be fired immediately without severance pay and charged with excessive force.
