We, the undersigned residents of Bell County and other supporters of animal welfare, are calling for immediate action regarding the management and operations of the Bell County Animal Shelter.

Serious concerns have been raised, including:

• Families are being prevented from reclaiming their lost pets.
• Animals are being euthanized before their families have had the chance to find them.
• Stray animals are not being posted online, reducing chances of reunification.
• Excessive and inconsistent reclaim fees ranging from $200–$850.
• Officer Kyli Higdon reportedly refused to release animals to reputable rescues able to provide
medical care and safe adoption.
• Reports of unprofessional and disrespectful treatment of community members and rescue
organizations.

We respectfully request:

1. A full investigation into the operations and management of the Bell County Animal Shelter.
2. Accountability and corrective action to ensure humane, transparent, and community-centered
practices.
3. Stronger partnerships with local rescues and residents to save lives and reunite pets with their
families.
Bell County deserves an animal shelter that reflects compassion, professionalism, and integrity.
