As current and former students, faculty, and family members of Bedford County Public Schools (BCPS), we demand that confederate flag imagery be banned in BCPS because it is threatening, causes emotional distress, and is disruptive in that it cultivates an unsafe learning environment for the following reasons:


There is a history in the BCPS community of using Confederate flag imagery to create an intimidating environment. It has been displayed by students at Jefferson Forest, Staunton River, and Liberty High Schools for years unaddressed by administration.
The Confederate flag is a hate symbol and has a history in our community and school of causing more than mere offense in that it has been used as a symbol of oppression and violence as exhibited in the August 2017 Charlottesville riots. Shortly after, in February 2019 Jefferson Forest students gathered and displayed those same flags in school thereby creating a hostile and threatening school environment.
It provokes/instigates arguments between students and teachers
Absent a ban, administration is not empowered to reliably remove threatening hate symbols from the school. On more than one occasion, students left school due to feeling unsafe because of racially motivated incidents that went unaddressed by administration.
The official narrative regarding the February 4, 2019 incident offered by school administration is contrary to the experiences of students and families in the JFHS community in that it did not reflect the emotional distress, anxiety, and disruption it caused within the student body. As banning Confederate flag imagery in the Code of Conduct seeks to remedy racism in the schools, we reject any inclusion of language prohibiting/banning Black Lives Matter, Malcolm X, Black Panthers, Black Power, etc. as suggested by certain school board members in that it would be counterproductive to that goal. In contrast to the swastika, Confederate flag, and KKK symbols that represent groups that oppressed others, none of these movements were created to bring about oppression, but rather were a response to the years of oppression and struggle faced by black people. Any inclusion of this language would in fact contribute to systemic racism in that it demonstrates a lack of understanding as to those movements and individuals.
