Here is the latest response and some previous history regarding the Lloyd Drive/Highway 16 intersection. Please also note that John Rustad has met with MOTI on a yearly basis to find out where MOTI is at on this project. Besides the history and attempts to push this project ahead there are some encouraging words at the bottom of MOTI's response. 

"With the decision not to proceed with the Cluculz Lake Hill Passing Lane, staff prioritized looking at upgrading the Lloyd Drive intersection alone. In 2025 pre project development funding was approved to review access improvement options to Cluculz Lake to prepare for future programming focusing on localized intersection improvements."  

Please note that John Rustad and myself had suggested back in July 2021 that just the intersection be completed, the passing lane up the hill could be done at a later date when more funding was available.

Staff have provided the following information in regards to Llyod Drive and Highway 16:

Lloyd Drive is a rural sideroad located off of Highway 16 approximately 50km west of Prince George on what’s locally known as Cluculz Lake Hill. Approximately 170 lots (both recreational and residential) use Lloyd Drive to access Highway 16.
Property owners on Llyod Drive are looking for safety improvements to provide for dedicated left and right turn onto Llyod Drive from Highway 16. Drivers are concerned about coming to a full stop or slowing to turn and being struck by drivers not yielding.
To address concerns while plans for the intersection are finalized, the Ministry has removed the passing opportunity at the intersection and included signage to highlight the no passing. In addition, the intersection ahead signage has been enhanced to warn drivers of the coming intersection.
ICBC collision data shows 0 property or injury incidents in the past 4 years at the intersection.
2013 Highway 16 Planning Study – Prince George to Vanderhoof stated
Lloyd Drive is located on the south side of the highway on a downhill grade. Right-turn deceleration will provide improved safety for the vehicles turning right into the Lloyd Drive.
A westbound left turn lane would benefit both the through and turning traffic as the traffic approaches the uphill grade. Separating the two-movement traffic would increase safety and mobility.
Notes that the turning traffic is only 2%, and there is a lower collision rate than other locations.   It was not considered a Collision Prone Location (CPL).
In 2016 a Business Case was completed to identify passing and climbing lane opportunities between Prince George and Prince Rupert. Cluculz Hill Climbing Lane was identified in the study as a location to consider for improvement. Preliminary investigation and design work was completed for a climbing lane on Cluculz Hill (2017- 2018). The preliminary design included intersection improvements at East Bay and Lloyd Drive. Funding has not been approved for the project.
The Cluculz Lake Hill Passing Lane project was part of a federally funded bundle of six passing lane intersection projects.  In 2019, improvements to the intersection of Lloyd Drive and Highway 16 were included in the scope of the Cluculz Lake Hill Passing Project. However, the ministry received extensive feedback from residents of East Bay Road, located within the project limits, regarding the proposed closure and re–routing of East Bay Road. This resulted in a schedule delay to accommodate the design modifications required to retain the existing East Bay Road access.
The combination of redesign and delay in schedule resulted in an increase to the overall estimated project cost. Capital Program Board direction was to pause work on the Cluculz Lake Hill Passing lane project while the other remaining projects in the Highway 16 Passing Lane Bundle are tendered and completed and then return for a funding decision once the other project costs were realized. The last remaining project, Toboggan Lake Passing Lane, completed in 2023.
In 2021 an online petition was launched, Nechako Lakes MLA  John Rustad presented the 403 signature petition to the Minister’s Office on Jan 28, 2022. As of July 2025 the petition now has 718 signatures.
