A toda la ciudadanía, a todas las personas que aún empatizan con los seres de este mundo. A todos los que ya no desean ser solo observadores, sino que desean alzar sus voces ante la injusticia:

Como Hidalguense, me siento orgullosa de los hermosos lugares con los que cuenta nuestro Estado. Orgullosa de nuestra gastronomía, cultura y tradiciones. Contamos además con nueve pueblos mágicos que nos enriquecen aún más.

Sin embargo, hoy escribo porque precisamente, en uno de esos pueblos “mágicos” se ha estado llevando a cabo una gran injusticia desde hace más de una década y deseo que el mundo lo sepa, no solo mis conciudadanos, no solo mis compatriotas, sino todas aquellas personas alrededor del mundo que aman a los animales.

En Mineral del Monte, Hidalgo, mejor conocido como Real del Monte, una ciudad minera con gran historia bañada de influencias españolas e inglesas, el gobierno y muchos habitantes se han dado a la tarea de matar perros en condición de calle.

Esta crueldad se remonta años atrás, a la llegada del aquél entonces Príncipe Carlos III del Reino Unido  (hoy Rey Carlos III), cuando, ante la presencia de tantos animales indefensos en las calles, el gobierno decidió que sería una buena idea lanzar a cuantos ellos pudieran a los tiros de las minas para así ofrecer calles más “presentables”.

Varias personas presentaron denuncias ante esta barbarie, pero no lograron mucho. Algunas asociaciones lograron rescatar a algunos de estos canes, pero ¿cuántos más murieron ahí, abandonados, heridos, asustados?

Así, las autoridades continuaron con esta estrategia para deshacerse de los perros sin dueño. Ya no arrojándolos a los tiros, sino envenenándolos.

El  31 de diciembre del año 2021, sucedió un grave evento, la única organización que ha actuado por estos animales en este municipio, sufrieron un atentado en sus instalaciones donde les fueron secuestrados trece de sus perros rescatados, posterior a ello el 8 de enero de 2022 cuando convocaron a una manifestación pacífica por este hecho y por la desatención ante el tema de BIENESTAR ANIMAL por las autoridades municipales donde fueron brutalmente reprimidos y detenidos arbitrariamente por mandato del entonces presidente municipal Alejandro Sierra Tello, en este mismo año en el mes de mayo el mismísimo titular de la dirección de Ecología de Mineral del Monte, Guadalupe Arriaga Oropeza, se encargó de organizar y ejecutar el envenenamiento masivo de 14 perros en situación de calle. Un juez de control solicitó la inmediatez de ser removido de su puesto debido a esto. No obstante, hoy, 23 de octubre de 2024, se sigue perpetrando este crimen en manos de no sabemos quién. ¿Gobierno? ¿Ciudadanos? Basta con escribir #Realdelmonte en las redes sociales y mirar las grotescas fotos y los impactantes videos de perritos que yacen en las calles muertos en un charco de vómito y saliva. Y la gente de alrededor camina, mirándolos, como si fueran parte de su concurrido pueblo mágico, como si sus vidas no significaran gran cosa. Luego, miran para otro lado y olvidan.

Yo no quiero olvidar, me rehúso a mirar para otro lado. Me rehúso a ir más ahí, donde la mayoría de la gente es cómplice de estas matanzas con su silencio, donde no se respeta la vida, donde estos animales tan nobles han sido abandonados a su suerte y son tratados como plaga.

Exijo justicia. Muchos de nosotros, Hidalguenses que sí creemos en el trato digno de todos los seres, exigimos a las autoridades pertinentes que detengan esta matanza. Este no puede ser un pueblo mágico, no cuando no hay conciencia, cuidado y empatía hacia los animales que tanto nos brindan.

Los animales en situación de calle no son el problema, el problema es la gente que los abandonó, la gente que no los esterilizó, la gente que no se hizo responsable de cuidarlos. ¿Por qué creen que la solución es arrebatarles la vida?

Es curioso… A aproximadamente 35 kilómetros de ahí existe otro pueblo mágico, Mineral del Chico, en el que se pueden ver perros en las calles, pero estos son cuidados por los habitantes del lugar, se mandan a esterilizar y se consideran parte de su riqueza. Incluso los turistas han adoptado a algunos de ellos y podemos encontrar a esos canes en el centro, recibiendo cariño de los visitantes y de los comerciantes.

Entonces, ¿qué está pasando en Real del Monte? ¿Cómo explicamos la gran diferencia en el trato y en la actitud de las personas de un pueblo a otro? Sí se puede procurar la vida de estos seres, sí se puede respetarlos, sí se les puede brindar la atención necesaria, incluso promover su adopción entre los turistas. Sí se puede actuar y pensar diferente. Sí se puede ser más humanos.

Así que, hacemos un llamado al gobierno de Real del Monte, al gobierno del estado de Hidalgo y al gobierno federal para que se lleven a cabo los pasos siguientes para garantizar los derechos de los animales en dicho pueblo:

1. Realizar las reformas correspondientes al BANDO DE POLICÍA Y BUEN GOBIERNO DEL AYUNTAMIENTO DE MINERAL DEL MONTE, HGO. Específicamente en sus artículos:

223. Correspondiente a la realización de esterilizaciones. Donde no solo las realicen con los Servicios de Salud del Estado de Hidalgo porque evidentemente no son suficientes, sino que en coordinación con veterinarios particulares lleven a cabo campañas masivas de esterilización gratuitas o a muy bajo costo en el centro de dicho municipio y en sus comunidades donde rara vez este servicio llega.

226 Inciso VII. Referente a la venta y crianza de animales domésticos y fauna silvestre. Que estas practicas queden prohibidas.

2. Que Mineral del Monte cuente con su REGLAMENTO DE TENENCIA RESPONSABLE Y TRATO DIGNO PARA LOS ANIMALES, elaborado por especialistas en el tema, donde quede prohibida la venta y crianza de animales de compañía.

3. Que se cree el ÁREA TÉCNICA DE PROTECCIÓN Y SANIDAD ANIMAL Y CONTROL DE ESPECIES, como lo demanda el Bando de Policía y Buen Gobierno, compuesto por un equipo interdisciplinario de autoridades, veterinarios y organizaciones protectoras de animales.

4. Que las autoridades realicen la gestión correspondiente en las INSTITUCIONES EDUCATIVAS de todos los niveles en este municipio, con el fin de acercar conferencias, charlas de concientización y actividades donde se promuevan temas de BIENESTAR ANIMAL Y PREVENCIÓN DEL MALTRATO ANIMAL impartidas por expertos.

5. Impulsar acciones y eventos en coordinación con ORGANIZACIONES DE PROTECCIÓN ANIMAL para promover una CULTURA DE TRATO RESPETUOSO A LOS ANIMALES, LA ADOPCIÓN Y LA ESTERILIZACIÓN acciones éticas para atender este grave problema social y de salud pública.

6. Investigar y encontrar a los responsables por los envenenamientos actuales de perros, proceder legalmente contra ellos con base a la Ley de Protección y Trato Digno para los Animales en el Estado de Hidalgo.

7. Dar seguimiento a las quejas y denuncias ya hechas respecto a individuos que se sabe han estado envenenado animales, las cuales han sido ignoradas hasta ahora.

Lo anterior con el objetivo de sentar las bases para un cambio en pro de los animales que por décadas han sido asesinados y maltratados ante los oídos sordos de autoridades sin empatía, las cuales se han negado a realizar las acciones que les competen para cambiar esta realidad.

Como sociedad Hidalguense, alzaremos la voz y nos encargaremos de que el mundo sepa lo que está ocurriendo en la localidad de Real del Monte y haremos presión para que haya un cambio en la mentalidad de los habitantes de este pueblo, para que las autoridades pertinentes tomen los pasos requeridos para proteger a estos seres y se hagan las campañas necesarias para su esterilización y su adopción, procurando su bienestar en todo momento.

To all the citizens, to all the people who still have empathy towards the beings on this planet. To all those who no longer want to just observe, but want to raise their voices against injustice:

As an inhabitant of Hidalgo, Mexico, I feel proud of the stunning places our state has. I’m proud of our gastronomy, culture and traditions. We also have nine ‘magic towns’ that enrich us even more. Nevertheless, today I’m writing because one of these so called ‘magic towns’ has been committing an injustice for over a decade and I want everyone to know this, not just my countrymen, but people around the globe who love animals. 

In Mineral del Monte, in Hidalgo, also known as Real del Monte, a mining city with Spanish and English influence, the government and many of its inhabitants have been killing stray dogs with impunity.

This cruelty dates back to the visit of the Prince of Wales, known as King Charles III, today. He came to Real del Monte in 2014 and as there were many defenseless stray animals, the government of Real del Monte decided that it would be a good idea to throw as many stray dogs as they could into mine shafts so that the streets looked more presentable, this resulted in many deaths.

Several people filed a complaint because of this barbaric act, but to no avail. Some associations managed to rescue some of these dogs, but how many of them died there, abandoned, hurt and frightened?

Thus, the authorities kept using this strategy to get rid of neglected dogs. Later, instead of throwing them into mine shafts, they started poisoning them. 

 

Another tragic event occurred on December 31st, 2021: the only organization that has tried to protect stray animals in this municipality was the target of an attack in their facilities. Thirteen of their rescued dogs were kidnapped, and afterwards, when the association leaders called for a peaceful march on January 8th, 2022, to protest this and for animal neglect in Real del Monte, the protestors were brutally repressed and detained arbitrarily by the police under the order of the former Mayor Alejandro Sierra Tello. In that very same year, the Chief of the Ecology Department of Mineral del Monte, Guadalupe Arriaga Oropeza, organized and he himself executed the mass poisoning of 14 stray dogs. A judge requested that he be removed from his position immediately. However, today, on October 23rd, 2024, this crime is still being committed by unknown hands. Stray dogs are still being poisoned every day. Who is responsible for this? The government? Citizens? To see this, you just need to type #Realdelmonte on social networking sites and have a look at the terrible pictures and shocking videos of stray dogs dying on the streets in a puddle of vomit and saliva. The people walking around them, staring, as if those poor dying creatures were just part of their crowded magic town, as if they were worthless. Then, they look away and forget about them. 

I don’t want to forget. I refuse to look the other way. I refuse to go to Real del Monte again where most people are accomplices to this killing spree with their silence, where life is disrespected, where these noble animals have been abandoned and are treated as a plague. 

I demand justice. Many of us, inhabitants of Hidalgo demand justice. Many of us do believe in treating all beings with due dignity and we demand that authorities stop this slaughter. Real del Monte can no longer be a ‘magic town’, there is no awareness, there is no care, there is no empathy towards animals that give us so much. 

Stray animals are NOT the problem. The problem is the people who abandoned them, the people who didn’t have them neutered or spayed, the people who were not responsible enough to look after them. Why do authorities and citizens think that taking away their life is the solution?! 

It is strange. There’s another magic town about 35 km away from there: Mineral del Chico. You can see stray dogs on its streets, but these are cared for by the inhabitants of the place, they are neutered and spayed and they’re considered part of its natural richness. The tourists have even adopted some of them and we can also find those dogs in the city center, getting love from both visitors and merchants. 

So… What is happening in Real del Monte? How can we explain the huge difference between the treatment these animals get in two towns and people’s attitude towards stray dogs? 

It IS possible to protect the life of these beings, it IS possible to respect them, it IS possible to give them the proper care, even to encourage their adoption among tourists. It IS possible to think differently, it IS possible to be more humane. 

Based on this, we demand that the government of Real del Monte, the governor of Hidalgo and the Federal Government take the following steps to guarantee the rights of the stray animals in that town: 

1.       To carry out the corresponding reforms to the BANDO DE POLICÍA Y BUEN GOBIERNO DEL AYUNTAMIENTO DE MINERAL DEL MONTE, HGO, (Police Corp and to the City Council of Mineral del Monte, Hidalgo) specifically in the articles: 

 

 

Article 223. Regarding spaying and neutering. These should not only be carried out by the Health Services of the State of Hidalgo since they are not sufficiently equipped to treat the volume of stray animals that need care, but also by private veterinarians who can run large-scale neuter and spay campaigns at low-cost in Real del Monte and in communities where this service is unavailable. 

Article 226. Part VII. Concerning selling and breeding domestic animals and wildlife. These practices should be totally prohibited. 

2.       To ensure that Mineral del Monte/Real del Monte has official regulations of responsible ownership and dignified treatment of animals, drawn up by specialists in the topic, in which it is stipulated that it is forbidden to sell and to breed pet animals. 

3.       To create the Technical Area for Protection and Animal Health Services and Species Control as it is established by the BANDO DE POLICÍA Y BUEN GOBIERNO DEL AYUNTAMIENTO DE MINERAL DEL MONTE, HGO (Police Corp and to the City Council of Mineral del Monte, Hidalgo), formed by an interdisciplinary team of authorities, veterinarians and animal protection organizations. 

4.       To raise awareness in educational institutions at all levels in Real del Monte by means of conferences, talks and activities that foster topics related to animal well-being and prevention of animal abuse, given by experts. 

5.       To organize events and activities in collaboration with animal protection organizations to promote a culture of respectful treatment towards animals, adoption and the spay and neuter of animals. These are necessary ethical steps to tackle this serious social and public health issue. 

6.       To investigate and to find the people responsible for the current poisoning and the killing of stray dogs and to proceed legally against them according to the Ley de Protección y Trato Digno para los Animales en el Estado de Hidalgo (the Law of Protection and Dignified Treatment of animals in the State of Hidalgo). 

7.       To do a follow-up on the complaints already made regarding the individuals who are known to have been poisoning animals, which have been completely disregarded by the authorities so far. 

All the above are needed in order to lay the foundations for a positive change for the sake of animals that have been killed and abused for decades before the authorities who have looked away, who lack the empathy to do something about this and keep refusing to take the necessary measures to change this sad reality. 

As part of society in Hidalgo, we will raise our voice, and we will commit ourselves to letting everybody know what is happening in Real del Monte and we urge the residents of that town to change their mentality. We also urge the pertaining authorities to do what they must to protect stray animals, to create the much-needed campaigns for their sterilization and their adoption while ensuring their well-being at all moments.
