The Issue
In reaction to Dr Aggrey Kiyingi’s announcement, Mr. Museveni ordered the arrest of Aisha Nakasibante (See, Photo Below), Campaign Chair of the Aggrey Kiyingi for President 2016 Campaign. Aisha has been sexually molested and beaten savagely while in detention. Dr Aggrey Kiyingi is a well renowned Consultant Cardiologist, currently living in Australia , who has announced that he will take on Mr. Museveni in 2016 Presidential elections. Mr. Museveni knows that he has no chance IF free and fair elections were held and Dr Kiyingi challenged him for the presidency.
NRM government operatives arrested Aisha and her driver, Mr. Ssemwogerere on January 17th. They were in the effort of mobilizing supporters of Dr. Kiyingi. These supporters had already traversed Uganda in a pre-campaign marketing effort and had distributed more than 1.5 million campaign cards and flyers. The NRM government has branded Aisha and Ssemwogerere “terrorists” in order to detain them. Many other people have since been arrested, beaten and tortured.
The NRM government in a bid to stop Dr Kiyingi from opposing Museveni in the coming elections, has branded Dr Kiyingi a terrorist and murderer and has put up fictitious charges against him in order to block his candidature for President in the coming elections.
Other Kiyingi campaign workers have been arrested, molested and tortured. Some have died after being tortured. Many have been made to disappear and are believed to be held in so-called safe houses. These are unofficial detention centers. It is believed that Ssemwogerere is in such safe house at Kireka. Aisha is being held at Uganda’s main prison at Luzira.
Mr. Museveni has engaged in a consistent pattern of gross violations of internationally recognized human rights, including torture or cruel, inhuman, or degrading treatment or punishment, prolonged detention without charges, causing the disappearance of persons by the abduction and clandestine detention of those persons, or other flagrant denial of the right to life, liberty, and the security of person.
The NRM government and Mr. Museveni have abused the human rights of its citizens who are perceived as its opponents. Recently, it has targeted the supporters of the freedom fighter/advocate Dr. Aggrey Kiyingi a renowned cardiologist of Ugandan origin who fled Uganda in the early 1980s. Dr. Kiyingi intends to stand for president in the upcoming elections in early 2016.
