The Issue
The Animal Welfare Act (AWA) was enacted in 1966 by President Lyndon B. Johnson. It is a U.S. federal law that requires that minimum standards of care and treatment be provided for certain animals bred for commercial sale, used in research, transported commercially, or exhibited to the public. However, the AWA was not intended to regulate how animals are used for research purposes, but only to set standards for how they are obtained and maintained at a facility. The AWA only provides minimal protection for certain species, covering less than 10% of animals in labs.
