Thousands of animals end up in shelters because they have been abused, tortured, neglected, and abandoned. Many animals are still living in inhumane places. Those that have been incarcerated or cited for inappropriate animal care should have to register as a sex offender would and be labeled as an "animal offender." There should be a nation wide registry for people that dump animals at the shelter and then get more pets. This should not be allowed.
