Create legislation to appropriately certify Emotional Support Animals (ESAs)
The Issue
Currently, there is no unified system for certifying Emotional Support Animals (ESAs). Used by people who have officially been designated as Disabled, these animals provide an invaluable service. The certification process should be two-pronged: Certification by a licensed mental health professional, physician, or ARNP (Nurse Practitioner) that the person is legally classified as having an appropriate diagnosis or disabling condition AND certification that the animal is able to go out in public appropriately as per AKC guidelines by a Certified Dog Trainer. This designation is now being abused and this will cause problems for the persons who are truly in need of Emotional Support Animals.
