The Issue
The widespread (online) bank scams and credit card fraud poses heavy burden of risks for bank clients to carry, let alone for the vulnerable sector of our Philippine banking system. These criminalities continue to propagate as banks are distancing itself more & more from its primary responsibility to safekeep client's money and its other assets. Even as victims continue to pile up everyday, scammers just get richer unabated.
We therefore compel Bangko Sentral ng Pilipinas (BSP) and its subordinate banks to strengthen their digital platforms, credit / debit cards & other payment systems and user data security protocols to remedy exposures as they continue to champion technologically-driven financial inclusion.
We critically impress upon the Central Bank to revisit its brainchild, the INSTAPAY "fund transfer to other banks" mechanism, where the most notorious phishing strains are thriving nowadays. Concealed as online banking system update reminder, user account deactivation notice, terms & conditions agreement, etc , unsuspecting bank clients are tricked to click a link surrendering their username, passwords + otp unknowingly transfering practically their entire funds to the fraudsters' nameless accounts. Bank advisories are not enough to avert such phishing schemes as the emotional triggers- FEAR, URGENCY, OBEDIENCE are too strong for some to resist.
We also enjoin our citizenry to show their UTMOST SUPPORT to the hundreds of our BANK FRAUD and UNAUTHORIZED CREDIT CARD transactions VICTIMS by convincing our regulators through this petition to (re)open the victims cases (for refunds) & to step up their judicious interventions, rather than absurdly passing the cases disposition to the involved bank for which most victim complaints have been dismissed. Clients surrending their OTPs to fraudsters are aftermaths of unresolved data privacy concerns, as such personal information were entrusted to the banks on the onset of their partnerships.
