Request Karnataka Govt to review Bangaluru road /flyovers infrastructure & revise the plan

The Issue

Through this petition, we want to highlight two major issues (1)  for pedestrians safety on the road  and (2)  Flyover planning within Bangaluru city.

1. Lack of cross-over bridges for pedestrians on the entire Outer Ring road and other key junctions leading to safety issues

2. Poor design of flyovers on the outer ring road leading to traffic jams over and under the flyovers.

For (1) we request the state government to provide cross over bridges for safety of pedestrians, at every half/one kilometer on the entire outer ring road stretch. These bridges are must near every Bus stop on the outer ring road. And especially near the Software technology parks located on Outer ring road : Like : Manyata Tech park near Hebbal,  Ecospace (Bellandur),  Prestige/Cessna Tech park, Panathur Junction and other busy junctions like Silk board,  Marathalli.  These cross over bridges will not only help the poor pedestrians who are left at the mercy of motorists,  but also help in smooth flow of traffic.  There was an accident at Esteem mall, Hebbala, few months ago, where few people had lost there lives.  After that accident, there was a lot of news about putting a cross over bridge at that junction, but it is still same status quo with no visible action so far. In cities like Delhi and Noida, there are cross over pedestrians bridges with escalators and lifts as well to support old/handicapped. Also many critical junctions can have pedestrians underpass also.

For (2),  the request to Bangaluru development minister, is to review the old flyover plans/designs that were laid out decades ago and are no longer valid in the current scenario. It was difficult to understand why the bridges on the ring road are made in split sections for To and Fro traffic. Why cant they be joined together like the Electronic city toll road from Silk board or the Airport raised road? It will leave lot of space for the traffic below the flyovers on either side. Also most of the flyover designed (Bellandur, Deverbeesenahalli,  Panathur Underpass) this way, have few un-utilized roads in the middle of the flyovers, that are closed permanently by the traffic police, which is leading to wastage of road resources, which could have been utilized otherwise, if it was designed with both left and right flyovers joined together. It will also save cost and leave double space for the side roads. Currently due to narrow lanes on the sides adjoining the flyovers, the service roads are made one way.   After inquiring  with some officials, it was told that there was a plan for some Mono rail for the outer ring road, which will flow in the centre of the road.  If such a plan still exists, it has to be reviewed before implementation.  It would make sense to have the Metro connectivity for the Outer ring road and it should be laid down all underground like in the Vidhan Saudha , Majestic section.

Another issue with flyover designs, is that the flyovers inside the city should be built on pillars so that the space under the flyovers can be used for "U" Turns and other traffic movements in future.  But many of the flyovers designed in Bangalore, are made of filled ramps till the middle section , so the entire space under the flyover is blocked forever and cannot be utilized for U turns etc in future..  K. R Puram/ Tin factory flyover is a great example of such poor design.

Recently another flyover work has started at DoddnaKundi junction. It will be good if Govt can review the plan, before investing money and then creating something which can't be easily undone in the future.

Also request the authorities to plan for a signal free flyovers with clover leaf options for busy junctions like Silk Board, Tin factory and Hebbala.
