In the past year, Warner Bros, under David Zaslav's leadership, has shelved at least two movies for tax write-offs, even though they were completed, if not close to completion - Batgirl and Coyote vs. Acme.

While Coyote vs. Acme is currently being shopped around for distribution by different studios, this may set a dangerous precedent for other Hollywood studios, and give them the idea to shelve any project at the last minute because of cold feet, or because they have an agenda.

Multiple films in the past were released despite the studios having little to no confidence in them, and if studios continue to pull the film from release at the last minute, we could be denying the public potentially great works of art just because of one or more studio executives' last-minute jitters. What's worse, various talents are now walking away from Warner Bros, and the studio could be in danger if this practice continues, as well as other studios who could pull this practice.

As such, I propose two amendments to the law, either of which could stop this practice and hopefully allow Warner Bros to bounce back.

1. An amendment to tax and revenue law prohibiting the action of shelving an in-progress or finished work of art for a tax write-off.

2. An amendment to international copyright law stating that if the copyright holder has invested a significant amount of money into an original work of authorship, the copyright holder is legally obligated to finish and publicly distribute said copyrighted work.

If various film projects keep getting shelved by the major studios for tax write-offs, the film and television industry may find itself collapsing. These amendments need to happen as soon as possible.
