Ban The Permanent Confinement and Neglect Of Dogs In Toronto

We believe that the City of Toronto’s existing bylaws allow for loopholes for owners to willfully neglect and put their dogs at risk by providing unsubstantial living quarters and quality of life for dogs.

Under the current Article III Section C of Toronto Animal Code states:
“a weather-proofed and insulated enclosure that includes sufficient space to allow for the normal postural and behavioural adjustments and adequate amounts of ventilation and intensity of light for the animal.”

This needs to be revised to:
“a weather-proofed and insulated enclosure that includes sufficient space to allow for the normal postural and behavioural adjustments and adequate amounts of ventilation and intensity of light for the animal may be deemed sufficient for periods of no more than 3 hours at a time. Otherwise animal (dog) should reside with owner in their residence. Said enclosure should not be stacked on top of other enclosures for any reason. Enclosures should not be padlocked, should be free of substantial rust and should be free from substantial animal excrement.”

Failing to abide by this bylaw should result in a fine of $350. If the owner is unreachable and the dog has been outside for more than 3 hours, emergency services and animal control may intervene to remove the dog from said situation until the owner can be located.

In 2017 in Toronto there is no reason to have a dog other than for companionship purposes. Our bylaws need to reflect that we are a modern city that treat companion animals with intent of companionship. There is no point in having a dog and leaving it unattended in an enclosure.

Many owners who do leave their dogs in outdoor enclosures in Toronto, do so as a means to keep “breeding pets”. There is no quality of life or companionship purposes for these dogs.
