It is impossible to buy the base unit of fuel (the gallon) - because the price of 1 exact gallon cannot be paid for in cash, USD. This should be illegal.

When gasoline was 9.9¢ per gallon - the 9/10 of a cent made a little sense. On those mechanical pumps, the "price" was set by adjusting a gear - BUT - the final cost was interpreted by a human.  

As gas prices near $10/ gallon in Hawaii, on the west coast and in remote places...  Seeing 10.25-9/10 will be even sillier.
