The Issue

Remote-controlled stun cuffs are uniquely dangerous. They allow electric pain to be inflicted from a distance—even when a person may already be handcuffed, shackled, secured in a restraint chair, or otherwise .

When used for punishment, coercion, intimidation, retaliation, interrogation, or suppression of speech, stun cuffs can become instruments of torture—not justice.

On November 20, 2023, I called 911 seeking medical assistance for an injured knee. During the detention that followed, I report that I was secured in a restraint chair and repeatedly shocked through remotely activated electric restraints while already physically restrained.

A December 6, 2023 EMG and nerve-conduction study subsequently documented bilateral sensory neuropathies involving the median, ulnar, and radial nerves at both wrists. The right radial sensory nerve produced no response at the wrist.

These findings objectively document neurological injury. The EMG does not, by itself, determine its legal cause. Based on my clinical training, normal hand function before the incident, the onset and timing of my symptoms, and the available medical record, I believe the stun-cuff episode caused the injuries to both of my hands.

For approximately 25 years, I worked as a physician assistant in cardiothoracic and vascular surgery, where precise hand function and sensation were essential. I am also a disabled United States Air Force veteran.

This petition does not ask the public to decide disputed criminal allegations or determine anyone’s individual legal liability. It asks a larger and urgent question:

Should any government agency possess the power to remotely inflict electric pain on a person who is already physically restrained?

Depending on the circumstances and the person’s custodial status, misuse of these devices may implicate fundamental constitutional protections:

The Fourth Amendment, including protection against unreasonable seizure and excessive force.
The Fourteenth Amendment, including protection against objectively unreasonable force and punishment before conviction.
The Eighth Amendment, including protection of convicted prisoners from cruel and unusual punishment.
The First Amendment, when electric shocks are used to punish speech, compel silence, suppress criticism, or retaliate against someone for what they say.
We call upon Congress, the Department of Justice, state legislatures, and public-safety agencies to:

Prohibit the manufacture, sale, transfer, acquisition, and governmental use of remotely activated electric stun cuffs.
Pending a complete prohibition, immediately forbid their use on anyone who is handcuffed, shackled, secured in a restraint chair, confined, or otherwise physically controlled.
Prohibit their use for punishment, interrogation, coercion, intimidation, retaliation, or suppression of speech.
Require preservation and disclosure of activation logs, video recordings, device identification, operator records, use-of-force reports, and related medical documentation.
Require independent investigation, public reporting, and prompt medical evaluation after every activation.
If remotely inflicted electric pain raises humane-treatment concerns when used on animals, it must receive at least equal scrutiny when used on human beings in government custody.
