While Meta’s Commerce Policy strictly prohibits the sale of animals, its Community Standards leave a massive loophole by permitting peer-to-peer rehoming and "rehoming fees."
Working directly on the frontlines of animal rescue, we witness the heartbreaking fallout of this policy daily—shelters forced to euthanize healthy animals due to overcrowding, streets filled with stray litters, and rescuers drowning in an overpopulation crisis. By allowing users to freely pass off intact animals, Meta inadvertently fuels the very cycle overflowing our rescue systems. We are demanding that Meta close this loophole and prohibit individual users from rehoming or giving away unaltered pets.

Overwhelmed Shelters: According to the ASPCA, approximately 6.3 million companion animals enter U.S. shelters every single year (3.1 million dogs and 3.2 million cats).
Tragic Euthanasia Rates: Due to sheer lack of space, roughly 920,000 shelter animals are euthanized annually (390,000 dogs and 530,000 cats). The common denominator in almost every case? A failure to spay and neuter.
Fueling Backyard Breeders: Unscrupulous breeders routinely bypass Meta's animal sales ban by advertising litters as "rehoming" while charging hundreds in fees, using the platform as a free distribution engine for unregulated breeding.

The Solution: What We Are Asking Meta To Do
Meta has a responsibility to be part of the solution, not a primary vector for the problem. Armed with advanced AI moderation capabilities, Meta can easily update its Content Policy to implement three vital safeguards:
Ban Unaltered Peer-to-Peer Pet Transfers: Update Community Standards to explicitly prohibit individual users from posting, advertising, or facilitating the giveaway, trade, or rehoming of unaltered (intact) cats and dogs.
Require Verification or Rescue-Only Listings: Require any individual posting a cat or dog for rehoming to confirm the animal is spayed/neutered, or restrict personal pet adoption and rehoming content exclusively to verified, licensed 501(c)(3) rescue organizations and official shelters.
Automate Moderation Enforcement: Expand existing commerce moderation tools to automatically flag, review, and remove personal posts containing terms like "rehoming fee," "rehoming intact," "unaltered puppy/kitten," or "free to good home."

Adoption alone cannot fix a system flooded by unchecked reproduction. Given its vast international reach, Meta has the unique power to dramatically curb the flow of unwanted litters at the source.
