Pet stores have a huge negative affect on society by selling, and thus, supporting animals with congenital defects from animal mills and backyard breeders. It is well known that this is a highly unregulated business and the conditions that animals are kept in in pet stores and breeder's homes are far from ideal. Animals should not be born under such conditions. Pets play a big role and are an emotional support for kids, veterans that served our country, and people with depression and other emotional disorders, and basically everybody. It is very traumatic for everyone involved when a pet is brought home who has a congenital disease or disorder and the family has to now treat this pet, which might costs thousands of dollars. That's the best case scenario. The worst is that the pet passes away due to the congenital condition, which causes unimaginable distress, which any pet owner understands. A pet in a family that needs a lot of medical attention is not an easy thing, and should be knowingly chosen by the family itself and not be sold by a pet store in New York State area. A pet store should sell and transport pets only from licensed shelters with all documentations provided about the shelter, animal's history and medical health. The shelter, breeders and pet stores owners that brake this law have to be punished by the full extend of the law with fines and conviction time. The government should come up with more regulations and supervision over the shelters and pet stores in NYS. Do unexpected visit checks to shelters from the department of agriculture and markets and the department of mental health and hygiene. Transportation of illegal animals equate to felony with obligatory conviction time. The reason is not safe for an animal to be transfered at poor conditions and some cases might be fatal. California was the first state that stop supported animal cruelty and bans pet stores from selling from puppy mills or breeders, and allows to sell from shelters only. Maryland was the second state. It is my deepest wish that New York be the third and won't be the golden state for the supporters of animal cruelty, puppy mills and backyard breeders.
