Ban on Changing the Throw-In and Corner Kick Executor: Stop Time-Wasting in Football !
The Issue

Problem:
In modern football, players often use throw-ins and corner kicks to waste time. One player approaches the ball, picks it up, but then simply leaves it on the ground or passes it to another, who slowly comes over to execute the set piece. This not only irritates millions of fans around the world but also disrupts the game's flow, especially in tense match endings. Such tactics occur in practically every professional game, from the Premier League to the World Cup.
Proposed Rule:
Introduce a ban on changing the executor: the player who first picks up the ball outside the field for a throw-in or corner kick must execute it themselves. The time limit for performing the set piece remains unchanged—at the referee's discretion. This rule applies only after a throw-in or corner kick is awarded, to prevent artificial delays.
Penalties for Violations:
Direct change of executor without cause: yellow card for non-compliance with the rule.
If a player picks up the ball but suddenly "gets injured" and passes it to another: they are immediately taken off the field to the medics for assistance, the new executor introduces the ball, and the match continues without interruption.
Imitation of a throw/setup of the ball without touching it, followed by leaving: yellow card for attempting to circumvent the rule.
