The Issue

Ban Flock cameras Nationwide until Constitutionality is confirmed and anti AI safeguards are in place as well as proper supervision safeguards are in place

My name is James Clark. I'm a disabled veteran, and earlier this year I bought a home in Glasgow, Kentucky, hoping for a peaceful, secure place to live. While learning about my new neighborhood, I discovered something alarming: on July 2, 2026, I counted 18 Flock license-plate reader cameras installed throughout Glasgow, and I'm confident that number has grown since — I've seen new ones going up on telephone poles that don't even appear on DeFlock's map, which is exactly why most people never notice them.

These cameras don't just read plates. They photograph every passing vehicle and log when and where it was seen, building a searchable record of where ordinary people go — work, church, the doctor, their kids' school. Courts have already ruled that warrantless GPS tracking of a person is unconstitutional. A network of cameras that reconstructs your movements just as precisely raises the same question, and no court has answered it for Flock. The courts have ruled that GPS tracking is illegal without a warrant and this is happening to you and every American multiple times daily. Lastly this surveillance system utilizes the Mosaic principle of not only tracking you but saving and notating where you go and who you see. After noticing your patterns it then saves your pattern so you can be properly found just in case you ever do commit a crime. By tracking you it is now associating vehicles and people with you as well. It now knows the relation between the little boy and the first encounter it recorded you is now in fact your grandson and is building a digital profile with every human encounter and every stop you make. All of it is notated. And not just notated it is publicly shared! Not just government bodies but entities that would be interested as well. We have also seen many many documented cases of police unlawfully utilizing this system to track ex-wives and family members and acquaintances. We have also all witnessed multiple news reports of people being proven guilty until proven instant by the AI involvinh false identifying either vehicles or people's faces and being used as evidence whereas you have to prove otherwise, which in turn flips due process on its head.

When I filed open-records requests about the cameras — how many, who's paying, where the data goes — the city stonewalled. I appealed to the Kentucky Attorney General and got back "unperfected appeal" notices instead of answers. A year of paper trail, and I still can't get straight answers about cameras watching my own streets.

There is a real bill that would fix this: Kentucky House Bill 375, which would ban automated license plate readers statewide. This petition supports that effort and goes further — I'm calling for a nationwide halt on Flock deployments until their constitutionality is confirmed by the courts, with independent, non-government auditors verifying these systems work only as plate readers and not as tracking networks.

What happened to me when I started asking questions about these cameras is documented in my second petition: https://c.org/FJy2MXPvFS It's why I don't trust this system to police itself.
