As someone who has witnessed the heart-wrenching sight of crowded animal shelters, the issue of dog overpopulation is deeply personal and troubling. Every year, approximately 128,637 dogs meet a tragic fate, being euthanized in shelters across Ohio due to the simple fact that there are not enough homes available for them (source: canismajor.com). This is a problem that can and must be addressed at its root cause—dog breeding.

Dog breeding continues to contribute significantly to the already overwhelming number of animals that end up in shelters. The practice exacerbates the dog population without addressing the millions of homeless dogs needing care and attention. Puppies from breeders may find homes, but this often comes at the expense of longer-residing shelter dogs who face euthanasia due to capacity limits and shortages in resources.

To combat this critical issue, we are proposing a law to make dog breeding illegal in Ohio. Such a law would not only reduce the number of animals entering shelters but also redirect attention to the numerous wonderful dogs already waiting for loving families in our state's animal care facilities.

Implementing a ban on dog breeding will require coordinated efforts among legislators, animal welfare organizations, and the general public. It is essential to create comprehensive programs that promote adoption, spay and neuter initiatives, and educational campaigns to highlight the benefits of choosing shelter animals over breeder dogs.
