As a dedicated all-breed rescue organization deeply rooted in Delaware County, PA, we witness daily the heartbreaking outcomes of rampant dog breeding practices—abandonment, neglect, and abuse. Our community, specifically areas such as Darby, Yeadon, and Chester, faces an overwhelming influx of stray and surrendered dogs. Our shelters are overflowing, and resources are stretched to the brink, struggling to provide basic care for these innocent animals.

The alarming increase in backyard breeders in our neighborhoods has exacerbated this issue, leading to an unsustainable cycle of profit-driven breeding and inevitable abandonment. This not only overwhelms local shelters and rescue organizations like ours, but it also poses a serious threat to the welfare of countless dogs. Each year, thousands of dogs are left homeless, many of whom end up suffering terrible fates due to neglect or abuse.

Data from national and local animal welfare groups clearly indicate that in areas with high concentrations of breeders, there is a corresponding spike in the number of abandoned and abused animals. In Delaware County alone, the number of homeless dogs has surged by over 20% in the past two years, and the majority of these animals are traced back to irresponsible breeding practices.

To address this growing crisis, we urge the local government to enact a comprehensive ban on dog breeding operations. This ban would specifically target areas with the highest rates of animal abandonment, such as Darby, Yeadon, and Chester. Accompanying this ban, robust enforcement measures and strict penalties for illegal breeders must be established to ensure compliance and protect animal welfare.

By implementing these regulations, we can significantly reduce the population of unwanted dogs in our community, allowing shelters to operate more effectively and ensuring that every dog receives the care and love they deserve. Delaware County Council is aware of and appreciates this perspective regarding the impacts of backyard dog breeders, specifically the link between increased prevalence of breeding and increased abandonment. We are willing to examine the issue further, specifically whether Council has the authority to ban such practices, what enforcement measures may be required and the associated costs of doing so, and what best practices other counties may have enacted.
