On April 24, 2018, a California Senate committee voted 3-2 to NOT ban this heinous practice. Apparently, in the pocket of the California Veterinary Medical Association (CVMA), the three senators who voted against this don't mind animal cruelty as long as it keeps the lobbyists happy.
