300 million tons of plastic are produced each year. It's littered everywhere, it needs to be cleaned up, never degrades, and humans need to stop producing it immediately. In an effort to further incentivize recycling and a reduction in plastic waste; I propose that a ban be placed on the production of "new plastic".  There is enough plastic on Earth already; it should be recycled rather than making any "new plastic".  This will drive the value of plastic for recycling up.  It will also improve the livelihood of the homeless, who already do a great job of recycling discarded plastic.  A ban on new plastic creation will incentivize corporations involved in plastic manufacturing to help clean up the Earth in order to continue their operation.
