Ban Auctioning of Abused & Neglected Equine

The Issue

We, the undersigned citizens and advocates for animal welfare, submit this petition with the aim of addressing a critical issue regarding the treatment of horses and donkeys at livestock auctions. We humbly request changes to the current laws and regulations to protect the welfare of these animals.

Background:

Horses and donkeys are sentient beings that deserve to be treated with compassion and respect. However, it has come to our attention that some of these animals are brought to livestock auctions under appalling conditions, subjected to neglect, and face uncertain futures. This not only jeopardizes their well-being but also reflects poorly on the livestock industry and the nation's commitment to animal welfare.

 

Our Proposed Solution:

We urge the United States Government to consider and implement the following measures to ensure the humane treatment of horses and donkeys at livestock auctions:

 

1. Strict Welfare Standards: Establish and enforce rigorous welfare standards for horses and donkeys brought to livestock auctions. These standards should include provisions for adequate food, water, shelter, and humane treatment.

 

2. Mandatory Assessment: Require a comprehensive assessment of each horse and donkey upon arrival at the auction to determine their physical condition, health, and any signs of neglect or abuse.

 

3. Financial Incentive: If a horse or donkey is brought to the auction in neglectful or abusive conditions, the auction should pay the owner a fee ranging from $250 to $500, depending on the animal's size and condition. This fee will be funded by participating 501(c)(3) animal rescue organizations. It aims to incentivize owners to voluntarily surrender their neglected animals for proper care.

 

4. Responsible Disposition: Ensure that the rescued horses and donkeys are promptly transferred to reputable 501(c)(3) animal rescue organizations. These organizations will provide the necessary veterinary care, rehabilitation, and proper treatment. The goal is to find these animals loving homes through adoption or, in extreme cases, offer humane euthanasia when it is in the best interest of the animal.

 

By enacting these measures, the United States Government can demonstrate a commitment to responsible animal welfare and contribute to the well-being of horses and donkeys nationwide.
