Dear Honourable Minister / Department Officials,
My name is Elam Mpondonqi, and I am a 14-year-old learner in Grade 8 at Windsor High School. I am deeply concerned about the exposure of children to harmful online pornography in South Africa. I am writing to respectfully request that the government consider implementing stronger measures to protect minors from such content, in accordance with the Constitution of the Republic of South Africa, particularly Section 28(2), which mandates that every child has the right to protection from maltreatment, neglect, abuse, or degradation.
Research indicates that exposure to pornography at a young age can have significant negative impacts on mental health, social behaviour, and academic performance. According to a study published by the South African Journal of Psychology (2021), adolescents exposed to sexual content online are more likely to develop unrealistic expectations about relationships, increased aggression, and emotional difficulties. This is a serious issue that affects our generation’s development and wellbeing.
I respectfully propose that the following measures be considered:
Enhanced Age Verification: All websites hosting adult content must implement stricter age verification systems to prevent minors from accessing harmful material.
Digital Education Programs: Schools should be supported with age-appropriate programs that educate learners about the risks of pornography and promote healthy digital habits.
Parental Controls and National Awareness Campaigns: Resources and awareness campaigns should be expanded so parents and guardians can better monitor and guide their children’s online activity.
I firmly believe that implementing these measures aligns with South Africa’s obligations under both national and international law, including the United Nations Convention on the Rights of the Child (UNCRC), which requires the protection of children from harmful materials.
As a young South African, I am aware that my generation’s future depends on a safe and responsible online environment. I respectfully urge the department to consider these proposals seriously, and I am willing to engage further in any youth consultation processes or forums that may be available.
