Casi 18 meses después de iniciar esta petición, y 7 meses desde la última actualización, todavía estamos muy lejos de alcanzar nuestro objetivo: que el Ayuntamiento de Conil de la Frontera asuma sus obligaciones legales de cuidar a los gatos comunitarios de esta localidad, incluyendo el pago de CER (captura-esterlización-retorno) y la alimentación de las colonias. Nosotros, los pocos voluntarios que participamos activamente en el CER y cuidamos de los gatitos abandonados, estamos, una vez más, como cada año y prácticamente todo el tiempo, al límite (económica, emocional y físicamente): somos los que tenemos que acoger a todos los gatitos abandonados en Conil, que solo en septiembre y octubre fueron 26, y seguimos pagando la esterilización de los gatos comunitarios de Conil. 

Como en nuestra última actualización, reconocemos que se están haciendo progresos, en gran parte gracias a la incesante dedicación del concejal local. ¡Pero no es suficiente! Y estamos cansados de esperar. Exigimos que el Ayuntamiento intensifique ahora sus esfuerzos para garantizar el bienestar de los gatos comunitarios de Conil.

📰 ACTUALIZACIÓN: LO QUE AÚN FALTA POR HACER PARA CUMPLIR CON LA LEY Y LOS ACUERDOS

• Conil necesita un refugio para los gatitos abandonados y los gatos comunitarios enfermos que necesitan cuidados (temporales). Esto sigue recayendo en Street Cats Rescue, que debe hacerlo y/o pagarlo. Con un enorme coste económico y emocional.
• Fondos para pagar el CER: una vez más, se trata de una responsabilidad fundamental y, en 2025, el Ayuntamiento solo ha destinado 3000 € a esta causa. El resto de las castraciones las pagan Street Cats Rescue, residentes preocupados de Conil o incluso turistas solidarios. Los fondos para el CER deben proporcionarse de forma continua (y no como pagos puntuales ocasionales), especialmente en un momento en el que la captura es más fácil, es decir, no en plena temporada turística de verano, cuando los gatos están menos hambrientos (ya que los turistas les dan de comer) y, por lo tanto, son menos propensos a entrar en una trampa o so esconden debido al tráfico y el ruido.
• Instalar una cámara de vigilancia en la colonia con el mayor número de gatitos abandonados (más de 25 solo en 2025). Aunque existen multas de 10.000 € por abandonar gatitos, sin pruebas de quién es el delincuente, estas multas no sirven de nada. Esperamos que unos pocos casos de personas multadas por abandonar un gatito contribuyan en gran medida a ‘educar’ a las personas irresponsables o inconscientes que utilizan el abandono como una opción más barata que la castración de sus gatos.
• Comida para alimentar a los gatos comunitarios de las colonias: Street Cats Rescue no solo paga para alimentar a más de 100 gatos en sus propias colonias. También proporcionamos comida a los cuidadores de otras colonias en Conil, a menudo personas particulares que pagan la comida con su propio dinero. Algunos de ellos nos han dicho que gastan 100 € o más cada mes para asegurarse de que los gatos comunitarios de Conil estén bien cuidados.
• Un curso regular (o al menos un segundo curso) para los cuidadores de colonias: este curso es un requisito previo para obtener un carnet oficial del ayuntamiento que autoriza a una persona a alimentar y cuidar de una colonia. El primer curso se impartió en marzo de 2025, pero hay muchas personas que no pudieron asistir y están esperando a que se anuncie la fecha del próximo curso.
• Educación continua del público en general sobre el bienestar animal, el maltrato animal y, en especial, la prohibición de abandonar gatitos: aunque se han publicado ocasionalmente mensajes en las redes sociales, es necesario llevar a cabo una campaña continua y específica utilizando diferentes medios de comunicación y redes sociales para llegar a todos los residentes de Conil. Hemos sugerido que se distribuyan folletos en los buzones o incluso que la policía participe en una campaña de puerta a puerta para destacar la importancia del tema y llegar a aquellas personas que no usan las redes sociales o que no se toman en serio estas campañas. La avalancha de gatitos abandonados no disminuye; es necesario hacer más. 

🙂 TERMINAMOS CON BUENAS NOTICIAS: LOS ÚLTIMOS CAMBIOS Y LOGROS

• Se han colocado carteles en las colonias de Conil (en español y, en algunas colonias destacadas, también en inglés) con información sobre las ventajas de las colonias felinas controladas y lo que está permitido y lo que no según la ley.
• Se ha creado un servicio para recoger los gatos atropellados en colaboración con un veterinario local. Se recogen los gatos muertos, se comprueba si tienen chip (propietario) y, si no es así, el Ayuntamiento se hace cargo de los gastos de incineración. Según la información recibida, durante los concurridos meses de verano se tuvieron que recoger unos 20 gatos muertos de las calles de Conil.
• La mesa de Bienestar Animal trimestral se ha reunido tres veces este año, con la participación de representantes de todos los partidos políticos, la policía, protectoras, veterinarios y propietarios de tiendas de productos para mascotas. Los debates son útiles, pero lo que aún falta es la ejecución de algunas de las decisiones, como la instalación de una cámara de seguridad en una de las colonias (véase más arriba).
• Formación de la policía local y los voluntarios de Protección Civil para concienciarlos sobre la situación, mejorar sus habilidades para responder adecuadamente a cualquier infracción de la ley y, por lo tanto, apoyar el trabajo de los voluntarios.

🫶🏻 Como se ve, se han logrado algunas cosas, y no podemos agradecer lo suficiente al concejal local por su arduo trabajo para llegar hasta aquí. Pero aún quedan grandes fallos y nosotros, desde Street Cats Rescue, no dejaremos de luchar por el bienestar y el cuidado de los gatos comunitarios de Conil hasta que el Ayuntamiento cumpla plenamente con su obligación legal.

Almost 18 months after starting this petition, and 7 months since the last update, we are still a long way away from reaching our goal: the local Council of Conil de la Frontera taking full responsibility for their legal obligations to look after the community cats of this town including paying for TNR and feeding the colonies. We, the few volunteers actively involved in TNR and looking after abandoned kittens are – again, as every year and basically all the time – at our limits (financially, emotionally and physically): we are the ones who have to take in all the abandoned kittens in Conil, which were 26 in September and October alone, and continue to pay for the neutering of the community cats of Conil. 

As in our last update, we acknowledge, that progress is being made, largely because of the incessant dedication of the local councillor. But it is not enough! And we are getting tired of waiting. We demand that the Council steps up its efforts now to ensure the wellbeing of the community cats of Conil.

📰 UPDATE: WHAT STILL NEEDS TO HAPPEN TO COMPLY WITH THE LAW & AGREEMENTS

• Conil needs a shelter for abandoned kittens and sick community cats that need (temporary) care. This is still left to Street Cats Rescue to do and/or pay for. At a huge financial and emotional cost.
• Funds to pay for TNR (trap-neuter-return): again, this is a core responsibility and in 2025 the Townhall has only provided 3000 € for this cause. The rest of the castrations are being paid for by Street Cats Rescue, concerned residents of Conil, or even caring tourists. The funds for TNR need to be provided on an ongoing basis (and not as occasional one-off payments) and especially at a time when trapping is easier, i.e. not in peak summer tourist season when cats are less hungry (as they are being fed by tourists) and therefore less likely to enter a trap or hiding because of all the traffic, noise and commotion.
• Installing a surveillance camera in the colony with the highest numbers of abandoned kittens (over 25 in 2025 alone). Whilst there are fines as of 10.000 € for the abandoning of kittens, without evidence of who is the delinquent these fines mean nothing. Our hope is that just a few cases of someone being fined for abandoning a kitten will go a long way in ‘educating’ the irresponsible or oblivious people who use abandonment as the cheaper option to castrating their cats.
• Food to feed the community cats in the colonies: Street Cats Rescue is not only paying to feed over 100 cats in their own colonies. We also provide food to carers of other colonies in Conil, often private people who pay for the food with their own money. We have been told by some of them, that they are spending 100 € or more every month to make sure the community cats of Conil are looked after.
• A regular (or at least a second) course for colony carers: this course is a prerequisite to obtain an official ID from the townhall authorising a person to feed and look after a colony. The first course was run in March 2025, yet there are many people who could not attend and are waiting for the date of the next course to be announced.
• Ongoing education of the general public on animal welfare, animal abuse and especially the prohibition of abandoning kittens: whilst there have been the occasional social media posts, there needs to be an ongoing dedicated campaign using different means of communication and (social) media to reach all residents of Conil. We have suggested fliers to be distributed in mailboxes or even the police getting involved by participating in a door-knocking campaign to stress the importance of the issue and to reach those people who are either not on social media ore not taking these campaigns seriously. The flood of abandoned kittens is not abating; there needs to be more done. 

🙂 ENDING WITH SOME GOOD NEWS: THE LATEST CHANGES AND ACHIEVEMENTS

• Posters have been installed in the colonies in Conil (in Spanish and for some prominent colonies in English as well) providing information about the benefits of controlled feline colonies and what is allowed and not allowed according to the law.
• A service to collect cats killed on the road has been set up in collaboration with a local vet. Dead cats are collected, it is checked if they have a chip (owner) and if not, the Council is paying for the incineration. According to the information received about 20 dead cats had to be collected from the streets of Conil over the busy summer holiday months.
• The 3-monthly round table has met 3 times this year, attended by participants from all political parties, police, animal rescue organisations, veterinaries and pet supply shop owners. Discussions are helpful, yet what is still lacking is the execution of some of the decision, like the installation of a security camera in one of the colonies (see above).
• Training of the local police and volunteers from the Protección Civil to raise their awareness of the situation, up-skill them to respond appropriately to any breaches of the act and hence support the work of volunteers.

🫶🏻 As you can see, some things have been achieved, and we cannot thank the local councillor enough for his hard work to get us this far. But there are still huge gaps and we from Street Cats Rescue will not stop fighting for the wellbeing and care of the community cats of Conil until the local Council fully complies with its legal obligation.

Fast 18 Monate nach Beginn dieser Petition und 7 Monate seit dem letzten Update sind wir noch weit davon entfernt, unser Ziel zu erreichen: dass der Gemeinderat von Conil de la Frontera die volle Verantwortung für seine gesetzlichen Verpflichtungen zur Versorgung der streunenden Katzen dieser Stadt übernimmt, einschließlich der Kosten für TNR und die Fütterung der Kolonien. Wir, die wenigen Freiwilligen, die sich aktiv für TNR engagieren und sich um ausgesetzte Kätzchen kümmern, sind – wie jedes Jahr und eigentlich immer – an unsere Grenzen gestoßen (finanziell, emotional und körperlich): Wir sind diejenigen, die alle ausgesetzten Kätzchen in Conil aufnehmen müssen, allein im September und Oktober waren es 26, und weiterhin für die Kastration der Streunerkatzen von Conil aufkommen müssen.

Wie in unserem letzten Update erkennen wir an, dass Fortschritte erzielt werden, vor allem dank des unermüdlichen Engagements des lokalen Stadtrats. Aber das reicht nicht aus! Und wir sind es leid, zu warten. Wir fordern, dass der Stadtrat seine Bemühungen jetzt verstärkt, um das Wohlergehen der streunenden Katzen von Conil sicherzustellen.

📰 AKTUELLES: WAS NOCH GESCHEHEN MUSS, UM DAS GESETZ UND DIE VEREINBARUNGEN EINZUHALTEN

• Conil braucht ein Tierheim für ausgesetzte Kätzchen und kranke Streunerkatzen, die (vorübergehend) gepflegt werden müssen. Dies wird momentan weiterhin von Street Cats Rescue übernommen und/oder bezahlt. Mit enormen finanziellen und emotionalen Kosten.
• Mittel zur Finanzierung von TNR (trap-neuter-return): Auch dies ist eine Kernaufgabe, und im Jahr 2025 hat die Stadtverwaltung nur 3000 € für diesen Zweck bereitgestellt. Der Rest der Kastrationen wird von Street Cats Rescue, besorgten Einwohnern von Conil oder sogar fürsorglichen Touristen bezahlt. Die Mittel für TNR müssen kontinuierlich bereitgestellt werden (und nicht als gelegentliche Einmalzahlungen), insbesondere zu einer Zeit, in der das Einfangen einfacher ist, d. h. nicht in der Hochsaison im Sommer, wenn die Katzen weniger hungrig sind (da sie von Touristen gefüttert werden) und daher aufgrund des Verkehrs, Lärms und Trubels weniger wahrscheinlich in eine Falle tappen oder sich verstecken.
• Installation einer Überwachungskamera in der Kolonie mit der höchsten Anzahl an ausgesetzten Kätzchen (über 25 allein im Jahr 2025). Zwar gibt es Geldstrafen von 10.000 € für das Aussetzen von Kätzchen, aber ohne Beweise dafür, wer der Täter ist, sind diese Strafen bedeutungslos. Wir hoffen, dass schon wenige Fälle, in denen jemand wegen Aussetzens eines Kätzchens mit einer Geldstrafe belegt wird, einen großen Beitrag zur „Aufklärung” der unverantwortlichen oder unachtsamen Menschen leisten, die das Aussetzen als billigere Alternative zur Kastration ihrer Katzen betrachten.
• Futter für die Katzen in den Kolonien: Street Cats Rescue bezahlt nicht nur das Futter für über 100 Katzen in den eigenen Kolonien. Wir helfen auch Betreuern anderer Kolonien in Conil mit Futter, oft Privatpersonen, die das Futter aus eigener Tasche bezahlen. Einige von ihnen haben uns erzählt, dass sie jeden Monat 100 € oder mehr ausgeben, um sicherzustellen, dass die Katzen in Conil versorgt sind.
• Ein regelmäßiger (oder zumindest zweiter) Kurs für Koloniepfleger: Dieser Kurs ist Voraussetzung, um vom Rathaus einen offiziellen Ausweis zu erhalten, der eine Person dazu berechtigt, eine Kolonie zu füttern und zu versorgen. Der erste Kurs fand im März 2025 statt, doch es gibt viele Menschen, die nicht teilnehmen konnten und auf die Bekanntgabe des Termins für den nächsten Kurs warten.
• Fortlaufende Aufklärung der Öffentlichkeit über Tierschutz, Tiermissbrauch und insbesondere das Verbot, Kätzchen auszusetzen: Zwar gab es gelegentlich Beiträge in den sozialen Medien, doch es bedarf einer fortlaufenden, gezielten Kampagne unter Einsatz verschiedener Kommunikationsmittel und (sozialer) Medien, um alle Einwohner von Conil zu erreichen. Wir haben vorgeschlagen, Flyer in Briefkästen zu verteilen oder sogar die Polizei einzubeziehen, indem sie an einer Tür-zu-Tür-Kampagne teilnimmt, um die Bedeutung des Themas zu betonen und diejenigen Menschen zu erreichen, die entweder nicht in den sozialen Medien aktiv sind oder diese Kampagnen nicht ernst nehmen. Die Flut von ausgesetzten Kätzchen nimmt nicht ab; es muss mehr getan werden.

🙂 ZUM SCHLUSS NOCH EINE GUTE NACHRICHT: DIE NEUESTEN VERÄNDERUNGEN UND ERFOLGE

• In den Kolonien in Conil wurden Plakate angebracht (auf Spanisch und für einige prominente Kolonien auch auf Englisch), die über die Vorteile kontrollierter Katzenkolonien und darüber informieren, was laut Gesetz erlaubt ist und was nicht.
• In Zusammenarbeit mit einem örtlichen Tierarzt wurde ein Dienst eingerichtet, der überfahrene Katzen einsammelt. Die toten Katzen werden eingesammelt, auf einen Chip (Besitzer) überprüft und, falls nicht vorhanden, auf Kosten der Gemeinde eingeäschert. Nach den vorliegenden Informationen mussten in den Sommerferienmonaten etwa 20 tote Katzen von den Straßen Conils eingesammelt werden.
• Der alle drei Monate stattfindende Runde Tisch hat sich in diesem Jahr dreimal getroffen, unter Beteiligung von Vertretern aller politischen Parteien, der Polizei, Tierschutzorganisationen, Tierärzten und Besitzern von Zoofachgeschäften. Die Diskussionen sind hilfreich, doch es mangelt noch an der Umsetzung einiger Beschlüsse, wie beispielsweise der Installation einer Überwachungskamera in einer der Kolonien (siehe oben).
• Schulung der örtlichen Polizei und der Freiwilligen der Protección Civil, um sie für die Situation zu sensibilisieren, ihre Fähigkeiten zu verbessern, damit sie angemessen auf Verstöße gegen das Gesetz reagieren können und somit die Arbeit der Freiwilligen unterstützen.

🫶🏻 Wie man sieht, wurde einiges erreicht, und wir können dem örtlichen Stadtrat nicht genug für seine harte Arbeit danken, die uns so weit gebracht hat. Aber es gibt noch immer große Lücken, und wir von Street Cats Rescue werden nicht aufhören, für das Wohlergehen und die Versorgung der Straßenkatzen von Conil zu kämpfen, bis der Gemeinderat seinen gesetzlichen Verpflichtungen vollständig nachkommt.
