Consistent with all you are doing, I write to you with an urgent and heartfelt request on behalf of Major James “Jim” Capers Jr., United States Marine Corps (Retired). Major Capers is a living legend whose extraordinary heroism, selfless service, and valor deserve the highest recognition our nation can bestow—the Medal of Honor.

Major Capers’ conspicuous gallantry and intrepidity at the risk of his life, above and beyond the call of duty, reflect great credit upon himself and are in keeping with the highest traditions of the Marine Corps and the U.S. Naval Service. His leadership and courage in combat have inspired generations of Marines, yet the recognition he so rightfully earned has been unjustly withheld.

For decades, Major Capers’ Medal of Honor recommendation has been obstructed by misguided individuals, systemic failures, and bureaucratic opposition. This is not an attempt to bypass the established process, but rather an effort to correct a longstanding injustice. His case has undergone multiple reviews, yet obstacles beyond his control have delayed the recognition he deserves.

This appeal is further bolstered by support from 47 U.S. Senators and Representatives, who have urged immediate action to award Major Capers the Medal of Honor. Their advocacy underscores the significance of his service and the pressing nature of this request.

Time is of the essence. Major Capers is 87 years old and in declining health. Each passing day increases the risk that this great American hero will only receive the Medal of Honor posthumously. Such a delay would be a tragic failure to honor a man who has given so much to our nation.

Mr. President, you have the power to rectify this oversight and ensure Major Capers receives the recognition he has earned while he is still with us. Your swift action on this matter would not only honor Major Capers but would also stand as a testament to your enduring commitment to our nation’s heroes.
