Victims in Case Study 34 have received communication from the Qld Premier Department
Dear Correspondents
Thank you for your emails of 16 January, 9 and 17 February 2017 regarding the Board of Trustees of the Brisbane Grammar School and the Royal Commission into Institutional Responses to Child Sexual Abuse. I have been requested to reply to you on behalf of the Premier.
It is noted that your emails have also been addressed to the Honourable Kate Jones MP, Minister for Education and Minister for Tourism, Major Events and the Commonwealth Games, and that her Senior Policy Advisor responded to you on 22 December 2016 and 15 February 2017.
The Premier acknowledges the ongoing distress and frustration that survivors of child sexual abuse have experienced, and is dedicated to seeking justice for all those who have been impacted by this disturbing abuse.
While Minister Jones does have certain powers under the Grammar Schools Act 2016 in relation to grammar schools, advice has been received that there are not sufficient grounds to exercise these powers in this situation. Furthermore, it is understood that Minister Jones has advised you that the Queensland Government cannot intervene in the compensation process between abuse victims and Brisbane Grammar School, nor can the Premier or Minister order an investigation into the school. It is also understood that you have been provided with the contact details for the Non−State Schools Accreditation Board, which may initiate an investigation of a non−state school on matters relating to the accreditation criteria under the Education (Accreditation of Non−State Schools) Act 2001 and the Education (Accreditation of Non−State Schools) Regulation 2001.
As you may be aware, Case Study 34: The response of Brisbane Grammar School and St Paul's School to allegations of child sexual abuse at those institutions was publicly released on 15 February 2017. The Queensland Government will examine the findings made in Case Study 34 in the context of the Royal Commission into Institutional Responses to Child Sexual Abuse's final report, which is due to be released in December 2017.
The Queensland Government is committed to working with the Federal Government on its redress scheme, but there are limited details available about the proposed scheme at this time. The Queensland Government is examining the available details proposed by the Federal Government, and when further information is made available, will determine whether the scheme is in the best possible interests of survivors of Queensland. The redress scheme is anticipated to involve non−government institutions such as grammar schools.
Again, thank you for taking the time to write to the Premier and I hope this information is of assistance to you.
Yours sincerely
MARK BIDDULPH
DEPUTY CHIEF OF STAFF PARLIAMENT AND POLICY
