Make non consensual photography and distribution of non consensual material punishable

The issue

Andrew Eglington is a middle aged photographer that is known to take pictures of people at the Queen Street Mall, Brisbane- particularly multiple shots of underage girls and distribute them on his website oh-hello.info without their permission and will do so ( both take your picture and put it online) even if you verbally communicate you don't consent. 

I have asked him not to take my picture ( both while being underage and a young woman now) multiple times yet he has still uploaded them to his website. It got to the point where I had to approach him and yell in his face that I didn't want him taking pictures of me ( that day I was maybe 17 and wearing a short skirt) and he said "It's not illegal so cover your face"and laughed. To me this indicates that he is not trying to produce photographs that are of somewhat artistic value or quality but is abusing people's consent for more questionable reasons. 

I ask that if you are verbally clear to a person on the street with a camera you DO NOT want your picture taken, distribution of the images should be punishable especially in this particular circumstance.
