Elemental Energy is proposing to develop the 1,500 acre Foothills Solar Project, the majority of which is within the 1 km boundary of the Frank Lake Important Bird Area. This is against the recommendations of the Wildlife Directive for Alberta Solar Energy Projects published by the Alberta Government. The Wildlife Directive also discusses potential impacts of solar energy projects on birds because of the lake effect. The impacts of this project on local wildlife, including the 249 species of birds that use Frank Lake cannot therefore be certain. This is not a risk we are willing to take.
