An Atlantic City park that memorializes the first African-American from the city to die in World War II is neglected and has become a stopping-place for drug users and the homeless. The city wants to rebuild the park and make it a safe place for neighborhood kids to play. One in every two children in Atlantic City lives below the poverty level, according to the Census Bureau. The city itself is cash strapped and although it has secured funding from non-profits and other organizations for the major work the park needs, the city is asking for about $100,000 from Atlantic County's Open Space fund to get the project started.
