Paul Ryan and Kevin McCarthy: Bring H.Res 401 and H.R. 1406 to the Floor for a Vote

On June 22, 2017, a bipartisan resolution was introduced by Congressmen, Alcee Hastings, and Vern Buchanan: House Resolution 401 (formerly known as H. Res 30 and H. Res 752), urging China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India and all nations to outlaw the dog and cat meat trade, and to enforce existing laws against the trade.
While most of us view dogs and cats as loving companions, and would find the practice of slaughtering them for food barbaric and cruel; many people in China, and other parts of Asia, eat dog and cat meat, not to satisfy hunger, but for reasons deeply rooted in old superstition and illogical beliefs.
Eating cat meat is believed to keep the body warm during the winter. Dog meat is believed to cool the body during summer, enhance male virility and ward off evil spirits.
Many Koreans and Chinese even believe that eating dog meat will make them happy because dogs are considered "happy animals."
Most of South Korea's dog meat dogs are raised on dog farms where they endure horrific abuse and living conditions. There are an estimated 17,000 illegal dog meat farms in South Korea.
While the vast majority of dogs in China's dog meat trade are abandoned or stolen pets, guard dogs and strays. It is estimated that 70% of dogs are stolen family pets, supplied by gangs of violent dog thieves. The remainder are bought from poor villagers with excess animals.
The whole process from capture, transportation and slaughter is incredibly cruel. Dogs and cats are crammed into cages with such violence that their bones break. They are driven for hundreds of miles, for days at a time, without food or water. They are often poisoned and many become sick and die in the process - they are the fortunate ones.
The most shocking part of all of this is the barbaric and senseless torture these poor animals are forced to endure for hours, and sometimes days, before they are slaughtered.
Helpless dogs are hung, brutally beaten and electrocuted; or they are bashed over the head, then skinned and boiled or burned while they are still alive and fully conscious. Cruel butchers cut off their paws so they can't run away, and bind their snouts so they can't defend themselves or cry out in pain. Cats are treated with the same brutality; they are skinned and boiled alive for their meat and fur, and to make tonics and elixirs.
The extreme torture is intentional and performed in front of other terrified animals, due to the misguided belief that increased adrenaline, due to pain and fear, improves the flavor and potency of their meat.
It is not uncommon to see cars and motorcycles dragging dogs behind them on the highway. They call it "tenderizing" the meat.
The slaughter happens every single day within the dog and cat meat trade. In China alone, an estimated 30 million dogs are brutally tortured and killed every year. They are slaughtered out in the open, in plain view of the public, and without interference, because China has no animal protection law.
There is no place in modern society for these sadistic and barbarically cruel practices. The unprecedented cruelty of Asia's dog and cat meat trade cannot be dismissed as a matter of culture.
On May 25, 2016, United States Congressman, Alcee Hastings, introduced House Resolution 752: condemning China's dog meat trade and calling on the Chinese government to end the eight day dog meat eating festival that takes place in Yulin, China, every year. Unfortunately, Speaker of the House, Paul Ryan, refused to bring the resolution to the floor for a vote.
The Resolution was re-introduced by Congressman Hastings, on January 6, 2017, as House Resolution 30, but once again the House refused to bring the resolution to the floor for a vote. House leaders were concerned the resolution unfairly singled-out China.
So Congressmen Hastings and Vern Buchanan, reintroduced the Resolution as House Resolution 401: calling on all nations that have a dog or cat meat trade to adopt and enforce laws banning the dog and cat meat trade, as part of anti-cruelty laws or otherwise.
And, on May 7, 2017, the Animal Hope and Wellness Foundation introduced H.R. 1406: the Dog and Cat Meat Prohibition Act, sponsored by Congressmen Hastings, Buchanan, Dave Trott, and Brenden F. Boyle, and supported by the Humane Society, and 232 members of the House of Representatives.
If passed, H.R. 1406 will protect dogs and cats in the United States from slaughter for human consumption. In addition, H.R. 1406 is extremely important because House leaders want to vote on both bills at the same time. Unfortunately, H.R. 1406 is stuck in the House Committee of Agriculture, where it is being opposed by Committee Chairman, Texas Rep., Mike Conaway.
For millions of dogs and cats, who are victims of the meat trade, it is an utterly terrifying ordeal of unimaginable pain, suffering and deliberately cruel death.
No species deserves this fate, but there are none more deserving of our love and protection, than man's most loyal friend and companion, the dog. Our relationship with dogs dates back to ancient times. They love us unconditionally; they are our loyal and trusted companions and faithful protectors.
Dogs risk their lives every day to serve and protect us in the military and police force; sniff out bombs in airports and search for disaster victims. They are devoted service companions to people with disabilities and provide emotional support to the sick and elderly.
According to Gregory Berns, Professor of Neuroeconomics at Emory University, and Author of "How Dogs Love Us: A Neuroscientist and His Adopted Dog Decode the Canine Brain;" “The ability to experience positive emotions, like love and attachment, would mean that dogs have a level of sentience comparable to that of a human child.” As such, dogs deserve and are entitled to our moral consideration and protection.
On November 15, 2017, the House Foreign Affairs Committee held a markup session where H. Res. 401 was accepted, with amendments, by a unanimous vote. Now, all that is needed is consideration by the full House. The Speaker of the House (Paul Ryan) and the Majority Leader (Kevin McCarthy) decide what bills will reach the floor and when they will be voted on. They cannot continue to look the other way while defenseless dogs are brutalized and killed every day. It's time for the United States to stand up for our furry friends!
