The Issue

Background: Sunbury, PA is an active and growing community on the Susquehanna River that also has unique challenges in terms of flood risk. The city was saved from the worst of Hurricane Agnes in 1972 by our magnificent wall but Sunbury has had 14 major floods since then that have caused damage to basements and homes in the city. These extreme weather events are getting more common.

Going through the Local Climate Action Plan process will help Sunbury residents to define both our goals and our needs for the future of the city in terms of energy efficiency, air and water quality, emergency preparedness, recreation, waste management, shade tree planting, and community engagement.

Program: The Local Climate Action Plan (LCAP) program is administered by Penn State with support from PA Department of Environmental Protection and ICLEI Local Governments for Sustainability. It is a year-long program to define the city's energy use and goals for sustainable growth and resilience in the context of our changing climate.

Benefits:

  • Flood planning
  • Increased grant eligibility for infrastructure projects
  • Cost savings through energy efficiency
  • Community engagement in emergency preparedness and city planning
  • Project prioritization
  • Cleaner air and water

Ask: This petition is asking for Sunbury City Council to sign up for the Penn State LCAP program for the 2025-2026 program year. Let your City Council know that Sunbury residents support an LCAP!
