My father Oscar Lugo has been sentenced “152-440” years in prison for a Non-Violent drug case in West Chester, Pennsylvania. He has served 16 years so far. My father's sentencing is EXCESSIVE, & extremely HARSH! This sentence is the longest in recent history in the state of Pennsylvania for a non-violent drug case.

The District Attorney JOHN PAVALOFF, Detective KELLY CRUZ and ALAN LOHMAN threatened TONY REYES who they caught with cocaine during this time and threatened him with a long jail sentence. Tony Reyes stated to DA & State Troopers Oscar Lugo bought cocaine from him back in the day but the drugs they caught him with now has NOTHING to do with Oscar Lugo. They never caught my father with drugs, transactions, or even any wire taps. State Troopers and DA threatened witnesses to lie in trial and told them how to testify during trial. All witnesses have come forward and recanted their trial testimony, admitting to “perjury”, and that the perjured testimony was motivated by the State troopers coaching. Judge James P. MacElree ll did not want to believe the witnesses recantation because he is racist towards Hispanic and African American men. Judge MacElree told my father, “I will make an example out of you” meaning his sentence. Judge is now using my father's case to threaten other non-violent drug cases with my father's sentence. My father was charged with (63) counts of delivery of cocaine, (30) counts of P.W.I.D, (1) count of criminal conspiracy, (1) count of dealing in the proceeds of unlawful activities, and (1) count of corrupt organization. How can my father be charged for all of these counts when they caught him with NO DRUGS, NO TRANSACTIONS, & NO WIRETAPS? 

This system is failing MANY prisoners and we need to put an end to it.
