26 տարի շարունակ Ադրբեջանը սիստեմատիկ կերպով խախտում է Լեռնային Ղարաբաղի հարցով համաձայնեցված հրադադարը:
 
2020 թվականի սեպտեմբերի 27 ին, հերթական անգամ, բայց այս անգամ Թուրքիայի աջակցությամբ և Սիրիայից բերված ահաբեկիչներով, Ադրբեջանը լայնածավալ պատերազմ սկսեց Լեռնային Ղարաբաղի խաղաղ բնակչության դեմ: Այս անգամ, փաստացի, Ադրբեջանը  և Թուրքիան բացեիբաց հանդես եկան որպես ահաբեկիչ պետություններ:
 
Չնայած անհավասար ուժերին, Հայ Զինվորները 44 օր կռվեցին ու պահեցին հայրենի` Լեռնային Ղարաբաղի հողը, հայոց պատմության հերոսական էջերը լրացնելով աննկարագրելի հերոսության ու պատրիոտիզմի նոր վկայություններով: Մենք խոնարհվում ենք նրանց առաջ և երախտապարտենք մեր զինվորներին:
 
Սակայն ընթացող պատերազմի 44 րդ օրը Ադրբեջանն ու Ռուսաստանը որոշեցին Հայաստանին պարտադրել հրադադար, պայմաններով, որոնցում բացառապես Ադրբեջանի և նրան սատարող Թուրքիայի շահն է ուրվագծվում, անտեսելով Լեռնային Ղարաբաղի և նրա բնակիչների շահը, վտանգելով արդեն Հայաստանի Հանրապետության շահը, և Հայաստանի Հանրապետությունը ոչնչացման ուղղակի վտանգի տակ դնելով:
 
·      Հայաստանի Հանրապետության վարչապետ Փաշինյանը չի ստորագրել այս պայմանագիրը, ինչից հետո Ադրբեջանի նախագահը հայտարարել է ` « Փաշինյանին կստիպենք, որ ստորագրի»: Այսինքն սա պարտադրված պայմանագիր է, ոչ թե քաղաքակիրթ համաձայնագիր:
 
·      Հայաստանի Հանրապետության նախագահ Արմեն Սարգսյանը հայտարարեց, որ տեղյակ չի եղել այս փաստաթղթի մասին:
 
·      Հայաստանի Ազգային Ժողովը չի հաստատել կամ տվել իր համաձայնությունը, մինչդեռ Հայաստանի Հանրապետությունը պառլամենտական կառավարում ունի:
 
·      Լեռնային Ղարաբաղի քաղաքացիները, ինչպես նաև Հայաստանի Հանրապետության քաղաքացիները ևս չեն ունեցել հնարավորություն արտահայտվելու, և բնականաբար չէին կարող ընդունել մի փաստաթուղթ, որը լիովին ոտնահարում է Լեռնային Ղարաբաղի բնակիչների իրավունքը և նրանց կյանքի և գոյության համար բոլոր հնարավոր պայմանների ստեղծումը դարձնում անհնար: Խախտվում են մեր ամենատարրական ժողովրդավարական և հիմնարար իրավունքները:
 
Իսլամիստ վարձկանների աջակցությամբ Թուրքիայի և Ադրբեջանի կողմից սանձազերծված այս քաղաքակրթական պատերազմը տեղի է ունեցել միջազգային հանրության խիստ անտարբերության ներքո և միջազգային իրավունքի խախտմամբ: Այս անթույլատրելի իրավիճակն այսօր հանգեցրել է նրան, որ Հայաստանը ստիպված է զիջել իր տարածքները ոչ միայն ի շահ Ադրբեջանի, այլ ամենից առաջ` հօգուտ պանթուրքիզմի:
 
Հրադադարի կոչերն անտեսվել են ագրեսորի կողմից: Չկա որևէ իրական երաշխիք պատերազմի ավարտի, սա կեղծ խաղաղության հայտարարություն է և կլինի այդպիսին, քանի դեռ աշխարհը հանդուրժում է «Turkye über alles» մահացու հավասարումը:
 
Այս հանդուրժողականությունն առավել անտանելի է թվում, քանի որ Թուրքիայի նախագահը իր հավակնությունները թաքցնողներից չէ: Նրա թիրախը միայն Հայաստանը չէ, Թուրքիայի կառավարությունը սպառնալիք է աշխարհի համար: Եթե ​​աշխարհը պատրաստ է թույլ տալ, որ այս սպառնալիքն աճի, դա այն պատճառով է, որ դեռ բավարար չափով չեն բախվել դրան: Բայց հայերը չեն մոռանում, թե ինչ է իրենց սովորեցրել 1915 թվականը:

Մենք դեմ ենք մեր հողերը  թուրք-ադրբեջանցիների օգտին զիջելու այս դիկտատին: Այս իրավիճակն անընդունելի է հայ ժողովրդի համար, որի գոյությունը հարցականի տակ է դրվում այս փաստաթղթով:
 
Մենք հայցում ենք միջազգային հանրության օգնությունը, որպեսզի թույլ չտանք, որ Թուրքիան և Ադրբեջանը վերջնականապես իրականացնեն հայ ժողովրդին բնաջնջելու իրենց ծրագիրը: Պանթուրքիզմը պետք է դադարեցվի `խուսափելու համար ցեղասպան քաղաքականության շարունակությունից:

Աշխարհասփյուռ Հայությանը, հստակ արտահայտվել Ադրբեջանի և Թուրքիայի կողմից պլանավորված Լեռնային Ղարաբաղի հայ բնակչության և հետագայում Հայաստանի Հանրապետության քաղաքացիների կյանքին և գոյությանը վտանգող այս փաստաթղթի դեմ, որը ստորագրվել է Ռուսաստանի կողմից Ադրբեջանի հետ, Թուրքիային ներգրավելու հնարավորությամբ, անտեսելով Մինսկի խմբի մյուս երկու երկրներին` ԱՄՆին և Ֆրանսիային:

Գործող նախագահ Դոնալդ Թրամպ, խնդրում ենք միջամտել, և ապահովել ձեր իսկ առաջարկած Կոսովոյի մոդելը Լեռնային Ղարաբաղի հարցում, խաղաղությունը նեյտրալ զինված ուժերի կողմից ապահովելով (Սկանդինավյան երկրներ, Շվեցարիա և այլն): Խնդրում ենք նաև ճանաչել Լեռնային Ղարաբաղի ինքնորոշման իրավունքը, դրանով կասեցնելով թուրք ադրբեջանական տանդեմի պլանավորած և իրականացվող էթնիկ զտման ծրագիրը: Ընտրված նախագահ Ջոզեֆ Բայդեն, խնդրում ենք սատարել այս խնդրանքը:
 
Նախագահ Էմանուել Մակրոն, բարձր գնահատելով ձեր բանավոր աջակցությունը այս պատերազմի սկզբում, խնդրում ենք այն կոնսոլիդացնել` ճանաչելով Լեռնային Ղարաբաղի ինքնորոշման իրավունքը և սատարելով ԱՄՆ նախագահի կողմից առաջարկված նեյտրալ խաղաղապահների և Կոսովոյի մոդելի գործարկումը Լեռնային Ղարաբաղում:
 
Նախագահ Վլադիմիր Պուտին, դիմում ենք խնդրանքով` վերանայել ձեր դիրքերոշումը և թույլ չտալ, որ պանթուրքիզմը և ահաբեկիչները բնակություն հաստատեն Կովկասի հետ սահմանին և Կենտրոնական Ասիայում, վտանգելով նաև Ռուսաստանի ժողովրդին:
 
Հայաստանի Հանրապետության բոլոր քաղաքացիներին, ովքեր ուզում են լինել ազատ և ունենալ հայրենի հողում ապրելու իրավունք, կոչ ենք անում հասկանալ, որ այս հրադադարը ոչ միայն կապիտուլացիա է, այլ նաև Հայոց գոյության վտանգ:
 
Սա քաղաքակրթական ու գոյութենական պայքար է, որ մենք պիտի մղենք, հանուն ազատ և ինքնիշխան Հայաստանի Հանրապետության:

Appel à la mobilisation des arméniens et de leurs soutiens internationaux – Arrêtons le panturquisme

 
Depuis 26 ans, l'Azerbaïdjan viole systématiquement le cessez-le-feu convenu sur le Haut-Karabakh.
 
Le 27 septembre 2020, à une énième reprise, mais cette fois avec le soutien de la Turquie et des terroristes amenés de Syrie, l'Azerbaïdjan a lancé une guerre à grande échelle contre la population civile du Haut-Karabakh.
 
A cette occasion, l'Azerbaïdjan et la Turquie se sont ouvertement comportés comme des états terroristes.
 
Malgré les forces inégales, les soldats arméniens ont combattu et défendu leur terre natale du Haut-Karabakh pendant 44 jours, remplissant l'histoire arménienne d'actes d'héroïsme et de patriotisme indescriptibles. Nous adressons toute notre gratitude et notre reconnaissance à ces héros. 
 
C’est au 44ème jour de conflit que l'Azerbaïdjan et la Russie ont décidé du sort de l'Arménie en imposant un cessez-le-feu, dans des conditions où seuls les intérêts de l'Azerbaïdjan et de son soutien la Turquie prévalent. Les intérêts du Haut-Karabakh, et de la République d’Arménie ont été indignement ignorés.
 
Le Premier Ministre arménien Nikol Pashinyan aurait refusé de signer ce document imposant des concessions territoriales unilatérales. Le Président Aliev a déclaré, triomphant : « Pashinyan n’a pas signé, mais il sera obligé de le faire ». Ceci démontre clairement que ce n’est pas un accord mais un diktat imposé.
 
Le Président arménien, Armen Sarkisyan, déclare qu’il n’a pas été mis au courant de la signature de cet accord.
 
L’Assemblée nationale arménienne ne s’est pas encore prononcée sur le sujet, et pourtant, l’Arménie est gouvernée par un système parlementaire.
 
Les citoyens du Haut-Karabakh, ainsi que les citoyens de la République d'Arménie, n'ont pas eu l'occasion de s'exprimer, ils ne pouvaient naturellement pas accepter un document qui viole complètement le droit du peuple du Haut-Karabakh et rends impossibles les conditions de son existence.
Nous constatons une violation de nos droits démocratiques les plus élémentaires. 
 
Cette guerre civilisationnelle déclenchée par la Turquie et l’Azerbaïdjan, avec le soutien de mercenaires islamistes, s’est déroulée dans l’indifférence la plus totale de la communauté internationale et en violation du droit international. Cette situation intenable a abouti aujourd’hui à ce que l’Arménie soit contrainte de céder ses territoires, non pas seulement au profit de l’Azerbaïdjan, mais surtout, en faveur du pan-turkisme.
 
Les appels à l’arrêt des combats, tout comme les cessez le feu n’ont trouvés aucune application possible. Sans doute parce qu’aussi difficile soit-il, mieux vaut une bonne guerre qu'une mauvaise paix. Cette paix ne pourra être qu’artificielle tant que le monde tolèrera l’équation mortifère «Turkye über alles».
 
Cette tolérance apparait d’autant plus insoutenable que le président turc n’est pas de ceux qui cachent leurs ambitions. Il ne s’agit plus seulement de l’Arménie, le gouvernement turc est une menace pour le monde. Si le monde est prêt à laisser grandir cette menace, c’est parce qu’ils n’y ont pas encore été assez confrontés. Mais les arméniens n’oublient pas ce que leur a appris 1915. Ils savent tristement que le monde vaque aux affaires du monde.
 
Nous déclarons notre désaccord total avec ce document imposé. Nous nous opposons aussi à la cession de nos terres en faveur des turco-azéris par ce diktat. Cette situation est inacceptable pour le peuple arménien dont l’existence même est remise en question dans les années à venir.
 
Nous demandons l’aide de la communauté internationale, afin d’empêcher la Turquie et l’Azerbaïdjan de finaliser leur plan d’extermination du peuple arménien.
Le pan-turkisme doit être stoppé pour éviter la poursuite d’une politique génocidaire. 
 
Par conséquent, nous faisons appel:
 
Aux arméniens du monde entier, de se prononcer clairement contre ce diktat mettant en danger l'existence de la population arménienne du Karabakh, et à terme, celle des citoyens de la République d’Arménie. Ce document prévoyant la possibilité d'impliquer la Turquie et ignorant les deux autres pays du Groupe de Minsk: les États-Unis et la France.
 
Aux deux autres présidents du groupe de Minsk:
 
Président sortant Donald Trump, nous vous demandons  d’intervenir, afin de mettre en place le plan proposé par vous-même et Mr Robert O’Brian de déployer des forces de maintien de la paix scandinaves, sans concessions territoriales forcées. Nous vous demandons également de reconnaître le droit du Haut-Karabakh à l'autodétermination, suspendant ainsi le programme de nettoyage ethnique prévu par le tandem turco-azerbaïdjanais.
Président élu Biden, nous vous prions de soutenir cette demande.
 
Au Président Emmanuel Macron, appréciant votre soutien verbal au début de cette guerre, nous vous demandons de le consolider en reconnaissant le droit du Haut-Karabakh à l'autodétermination, en soutenant le modèle kosovar des Casques bleus neutres proposé par le président américain au Haut-Karabakh.
 
Nous appelons le président Vladimir Poutine à réviser sa position et ne pas laisser le pan-turkisme et les terroristes s’installer à ses frontières avec le Caucase et en Asie centrale, en mettant en danger la population de la Russie.
 
Nous appelons à tous les citoyens de la République d'Arménie qui veulent être libres et avoir le droit de vivre dans leur patrie à comprendre, que ce cessez-le-feu n'est pas seulement une capitulation, mais aussi une menace pour l'existence des Arméniens.
 
C'est une guerre de civilisation et une guerre existentielle que nous menons, pour le bien de la République d'Arménie libre et souveraine.

For 26 years, Azerbaijan has systematically been violating the agreed ceasefire in Nagorno-Karabakh.
 
On September 27th 2020 Azerbaijan launched a full-scale war against the civilian population of Nagorno-Karabakh, this time with the support of Turkey and the terrorists brought in from Syria. Azerbaijan and Turkey acted as terrorist states.
 
Despite unparalleled strength in forces - Armenian soldiers fought and defended their homeland for 44 days, filling Armenian history with indescribable acts of heroism and patriotism. We humbly extend our sincere gratitude to each and every one of them.
 
It was on the 44th day of the conflict that Azerbaijan and Russia decided Armenia's fate by imposing a ceasefire, under conditions that would only benefit Azerbaijan and its supporter Turkey. The interests of Nagorno-Karabakh and of the Republic of Armenia, have been totally disregarded.
 
The Armenian Prime Minister Nikol Pashinyan refused to sign this document that was imposing unilateral territorial concessions. President Aliyev declared: "Pashinyan has not signed, but he will be obliged to do so." This clearly shows that this is not an agreement but an imposed will.
 
Armenian President Armen Sarkisyan says he was not informed about the signing of the agreement.
 
Given that Armenia is a parliamentary republic the National Assembly of the Republic of Armenia has yet to have a say on the matter.
 
The citizens of Nagorno-Karabakh, as well as the citizens of the Republic of Armenia, did not have the opportunity to express their will. Under no circumstances they would accept a document which completely violates the rights of the people of Nagorno-Karabakh and makes the conditions of their existence impossible.
 
The violation of our most basic democratic rights is obvious.
 
Turkey’s and Azerbaijan’s war with civilization, as it was coined, in which they deployed Islamist mercenaries, has been occurring under the utter indifference of the international community and in violation of international law.
This eventually resulted in a situation where Armenia was forced to not only cede its territories in favor of Azerbaijan, but above all, in favor of pan-Turkism.
 
Negotiated Ceasefire agreements have been immediately violated by the aggressor. This so-called peace agreement does not guarantee peace at all, this is an unsustainable agreement and will stay so as long as the world tolerates the "Turkiye uber alles " deadly equation.
 
This tolerance appears all the more unsustainable since the Turkish president is not one of those who hides his ambitions. It's not just about Armenia anymore, the Turkish government is a threat to the world. If the world is ready to let this threat grow, it is because they are underestimating the danger of it. Nevertheless, Armenians never forgot what 1915’s genocide taught them.
 
We declare our total disagreement with this document imposed on us. We are also opposed to the cessesion of Armenian lands in favor of the Turkish-Azeri tandem. This situation is unacceptable to the Armenian people, whose very existence is in question in the years to come.
 
We ask for the help of the international community, in order to prevent Turkey and Azerbaijan from finalizing their plan to expel the Armenian people from their lands. Pan-Turkism must be stopped to avoid the continuation of a genocidal policy.
 
Therefore, we appeal:
 
To Armenians around the world - to speak out clearly against this imposition endangering the very existence of the Armenian population of Nagorno-Karabakh, and ultimately the citizens of the Republic of Armenia. This document signed by Russia and Azerbaijan allows for involvement of Turkey and ignors the two other co-chair countries of the Minsk Group - the United States and France.
 
To the two other presidents of the Minsk group:
 
Honorable President Donald J. Trump, we call on you to intervene, in order to commence the execution of the plan proposed by you and Mr. Robert O’Brian on deploying Scandinavian peacekeepers in Nagorno-Karabakh, without forced territorial concessions. We also call on you to recognize Nagorno-Karabakh's right to self-determination, thus stopping the planned ethnic cleansing by the Turkish-Azerbaijani tandem.
President-elect Biden, please support this request.
 
 
To President Emmanuel Macron, appreciating your verbal support at the start of this war, we ask you to consolidate it by recognizing the right of Nagorno-Karabakh to self-determination, by supporting the Kosovo model of neutral peacekeepers proposed by the American president.
 
We call on the President of Russian Federation Vladimir Putin to revise his position on this agreement and not allow pan-Turkism and terrorists to settle on its borders with the Caucasus and Central Asia, endangering the people of Russia.
 
 
We call on all citizens of the Republic of Armenia who want to stay free and have the right to live in their homeland to understand, that this ceasefire is not only a surrender, but also a threat to existence of Armenians.
 
It is a war of civilization, an existential war that we are waging, for the sake of free and sovereign Republic of Armenia.
