1. Armadale has a hight number of smokers in general. We should be trying to dissuade people from smoking rather than encouraging them.

2. There are already enough shops selling smoking paraphenalia in Armadale eg Smokemart (Shop 36 Armadale Shopping City, Armadale WA 6112). 

3. It is known that Cloud  sells drug paraphenalia. A simple look at the Facebook page for the Rockingham store shows that. https://www.facebook.com/cloud9highgate/info?tab=overview

4. Armadale has a higher than national average for drug abuse. Once again, we should be trying to dissuade people from taking drugs rather than giving them easy access to illegal products.

5. Should such a shop open, it will attract drug users to the central business district of Armadale
