Study the "No-Build" Option for the Buck and Carlin Springs Properties in Arlington VA

The Issue

JFAC and Arlington County staff have worked very hard study possible uses of the Buck and VHC Carlin Springs properties, as they were tasked by the Arlington County and School Board. But all of their plans involve "short term" uses that require demolition and construction of buildings, which would require significant investment.  There is no long term plan for meeting the County's and APS's space needs.

JFAC and County staff have not published a study that shows the implications for using the Buck and Carlin Springs properties for County and APS uses that don't require such investment, and renting out the buildings that the County and APS cannot use. We think they should.  This study should take into account the maintenance and insurance costs the County would incur, as well as the costs to rent space for the County/APS uses that could not fit on these sites. 

By using a "No Build" option, Arlington County may be able to use the parts of these properties that it can easily, rent out the rest, and rent space for other uses.  This could buy Arlington time to make a long term plan that deals with all of our space needs in a smart, fiscally responsible way.
